The object of this Manual is to explain the powers, duties, and limitations of officers and private persons in arresting those who have committed crimes, or who have attempted or threatened to commit them. It treats only of arrests in criminal proceedings; it xplains who may be and who may not be arrested, and who may and who may not arrest; for what an a may be made, when, where and how; when under a warrant and when without one; it gives a number of useful forms; it defines crimes and explains what are felonies and what are misdemeanors; and it defines and explains a great many terms and points of the criminal law. دو It contains practically, all the Penal Law; but a few sections and parts of sections are omitted which are not likely to cover any matter arising in the ordinary routine of arrest. Everything an arresting officer need know, and a great deal more, is contained in it, conveniently arranged for easy reference; it furnishes a great mass of matter gathered from the laws and reported cases in the courts, which does not appear in any other publication.
