CHAPTER CLXV.

An Act to incorporate the Bergen Point and Staten Island
Ferry Company.

1. BE IT ENACTED by the Senate and General Assembly of Corporators. the State of New Jersey, That Henry C. Smith, John S. Hutchinson, John C. Darrow, John Taylor and Charles F. Smith, and such other persons as may hereafter be associated with them by becoming stockholders as herein provided, and their successors are hereby created a body corporate and politic, by the name of "The Bergen Point and Staten Island Name. Ferry Company," for the purpose of establishing and maintaining a steamboat ferry company, in the county of Hudson, across the Kill Von Kull to the shore of Staten Island.

2. And be it enacted, That the capital stock of said com- Capital stock. pany shall be the sum of twenty-five thousand dollars, to be divided into shares of one hundred dollars each, and that said Henry C. Smith, John S. Hutchinson and John C. Darrow, Commissionshall be commissioners to receive subscriptions for said stock books of suband to distribute the same among subscribers, and they shall open books for receiving subscriptions to the capital stock of said company, at some place in the county of Hudson, having

first given notice by advertisement published for twenty days in the public newspapers of said county, of the time and place of receiving such subscription; that the sum of five dollars shall be paid on each share at the time of subscribing, and the residue as called for by the company, and upon notice having been given in manner aforesaid of calling in any installment, the directors may for non-payment forfeit such stock.

3. And be it enacted, That as soon as a majority of said how elected. shares are subscribed for, and the first installment paid thereon, said company may commence business, and said commissioners shall thereupon give notice in the manner aforesaid, of a meeting of the stockholders to choose directors, and at the time and place so advertised for that purpose, and annually thereafter upon like notice, at such time as the by-laws of said company shall direct, the stockholders shall elect five stockholders to be directors of said company, who shall continue such for one year and until others are chosen in their stead, and if no election is heid on the day provided by the by-laws, then it may be held on any day afterwards designated for that purpose by the directors upon like notice as aforesaid; and until directors are chosen said commissioners shall be the directors of said company.

4. And be it enacted, That said directors shall manage and control all the business and affairs of said company, shall choose a president out of their own number, and may appoint a secretary and such other officers as their by-laws may direct; and a majority of the directors and the president shall be residents of this state, and said directors shall have power to fill all vacancies that may occur in their number.

5. And be it enacted, That said company shall have th teamboat right, power and authority to establish and maintain a steamboat ferry from any part of Bergen Point, in the county of Hudson, to any point or points on the shore of Staten Island on the opposite side of the Kill Von Kull; and it shall be the duty of said company to keep a steamboat running at said ferry from sunrise to sundown of all seasons of the year, for the accommodation of the public, except when the navigation of the Kill Von Kull shall be impracticable or dangerous.

Rates of charge.

6. And be it enacted, That said company shall be entitled to have and receive for transportation over said ferry, the following and no greater rates; for each passenger five cents, for each one-horse wagon and driver twenty-five cents, for each two horse wagon and driver thirty-seven cents, for each man

and horse fifteen cents, for horses, mules and neat cattle ten cents each; and for all other animals, carriages or merchandise, such rates in proportion to the above as the directors shall from time to time ordain.

7. And be it enacted, That all acts or parts of acts pro- Repealer. hibiting the establishment of a ferry from any part of Bergen Point aforesaid, to the shore of Staten Island or any part thereof, and all acts and parts of acts inconsistent with, or contrary to the provisions of this act, be and the same are hereby repealed, and no other ferry shall hereafter be established or carried on at Bergen Point within half a mile of the pier opposite the Latourette house.

8. And be it enacted, That this act shall continue in force Limitation. for thirty years, and the legislature may at any time, when the public good may require, alter or repeal this act; and that if said company shall not establish and commence running their ferry within three years from the passage of this act, then this act shall be void.

9. And be it enacted, That this act shall take effect immediately.

CHAPTER CLXVI.

A Further Supplement to an act entitled "An Act to ascertain by proper proof citizens who shall be entitled to the rights of Suffrage," approved April fourth, eighteen hundred and sixty-six, and the supplements thereto approved March fifth, eighteen hundred and sixty-seven, and April eleventh, eighteen hundred and sixty-seven.

1. BE IT ENACTED by the Senate and General Assembly of Township althe State of New Jersey, That the township of Burlington, in election disthe county of Burlington, shall be divided into two election districts, in the manner following, viz.: All that part of said township lying north of the Camden and Amboy railroad shall hereafter be the first district of said township, and all that part of said township lying south of said railroad shall be the second district of said township.

2. And be it enacted, That the registrars and inspectors of elections elected last November, and those annually elected at the fall elections hereafter, after the passage of this act, shall preside at and conduct the annual spring elections or town meetings in the said first and second districts respectively; and each of said board shall appoint a clerk, who shall receive the same fees as other election officers for spring elections, and the said clerks shall perform such duties as is required in the act to which this is a supplement.

3. And be it enacted, That at elections to be held annually ing and clos hereafter in the months of November, and the township elections on the second Tuesday in March of each and every year, the polls shall be opened at eight o'clock A. M., and be closed at seven o'clock P. M.

4. And be it enacted, That all acts inconsistent with this supplement or act be and the same is hereby repealed.

5. And be it enacted, That this act shall take effect immediately.

CHAPTER CLXVII.

An Act to amend an additional supplement to "An Act to regulate Elections," approved April sixteenth, eighteen hundred and forty-six, and the supplements thereto, which said supplement was approved April second, eighteen hundred and sixty-seven.

1. BE IT ENACTED by the Senate and General Assembly of fricts in Bur the State of New Jersey, That for the purpose of electing members of the general assembly of this state the county of Burlington shall constitute four districts: the first to be composed of the townships of Bordentown, Chesterfield, Mansfield and New Hanover; the second to be composed of the townships of Springfield, Burlington, Beverly, Willingborough and Cinnaminson; the third district to be composed of the townships of Chester, Evesham, Lumberton and Northampton; the fourth district to be composed of the townships of

Medford, Southampton, Pemberton, Shamong, Woodland,
Washington, Bass River, Egg Harbor and Westhampton.

2. And be it enacted, That this act shall take effect immediately.

CHAPTER CLXVIII.

An Act to incorporate the Woodbridge Town Hall and Improvement Company of Middlesex County.

1. BE IT ENACTED by the Senate and General Assembly of corporators. the State of New Jersey, That Alexander A. Edgar, Ellis B. Freeman, Charles M. Dally, William T. Ames, Simeon G. Phillips, John C. Barron, David P. Carpenter, Hampton Cutten, John H. Campbell, Alfred W. Jones, William B. Dixon, and all such persons as may hereafter be associated with them, their successors and assigns, shall be and they are hereby constituted a body corporate and politic, in fact and in name, by the name of "The Woodbridge Town Hall and Name. Improvement Company of Middlesex county," and by that name shall be capable in law of purchasing, using, holding, letting, improving, manufacturing, selling and disposing of such real and personal estate in the county of Middlesex as may be necessary or expedient to the objects of this corporation, and may receive and make all deeds, transfers, covenants, conveyances, grants, contracts, agreements and bargains. whatsoever necessary or useful for the purposes aforesaid; and shall be further entitled to all the privileges and immunities specified in a certain act entitled "An act concerning corporations," approved February fourteenth, eighteen hundred and forty-six, so far as the same is applicable to the objects of this company.
