AN ACT to establish a Standard of Time in A.D. 1895.

Tasmania.

WHEREAS it is expedient to establish a standard of time in PREAMBLE.

Tasmania, and to declare the mean time of the One hundred and fiftieth meridian of longitude east of Greenwich, in England, to be such standard time throughout Tasmania:

Be it therefore enacted by His Excellency the Governor of Tasmania, by and with the advice and consent of the Legislative Council and House of Assembly, in Parliament assembled, as follows:

1 This Act may be cited as "The Standard Time Act, 1895."

Short title.

2 This Act shall commence and take effect on and from the First Commencement day of September, One thousand eight hundred and ninety-five.

3 The mean time of the One hundred and fiftieth meridian of The time of the longitude east of Greenwich, in England, shall be deemed and is hereby 150th meridian to declared to be standard time throughout Tasmania..

4 Whenever any expression of time occurs in any Act, Proclamation, Order, Rule, Regulation, or By-law or Deed, or in any instrument whatsoever, and whenever the doing or not doing anything at a certain time of day or night, or during a certain part of the day or the night, has an effect in Law, such time shall, unless it is otherwise specifically stated, be held to be standard time throughout Tasmania, as declared by this Act.

AN ACT to vest and endow the Victoria A.D. 1895. Museum and Art Gallery at Launceston.

[23 August, 1895.]

WHEREAS it is desirable that the Building situate in the City of PREAMBLE.

Launceston and known as the Victoria Museum and Art Gallery should be vested in the Mayor, Aldermen, and Citizens of the City of Launceston, and that the same should be endowed out of the Consolidated Revenue Fund :

Be it therefore enacted by His Excellency the Governor of Tasmania, by and with the advice and consent of the Legislative Council and House of Assembly, in Parliament assembled, as follows:

1 The piece of land in the City of Launceston whereon the building Museum and Art known as the Victoria Museum and Art Gallery is built, and which is Gallery vested in comprised within the boundaries described and set forth in the Corporation. Schedule hereto, is hereby vested in the Mayor, Aldermen, and Citizens

of the City of Launceston in fee simple; and the specimens of Natural History, collections, goods, and chattels contained in and belonging to the Museum are hereby vested in the said Mayor, Aldermen, and Citizens of the City of Launceston.

2 By way of permanent endowment for the said Museum and Art Permanent Gallery, the Governor shall be and is hereby empowered, by warrant endowment. under his hand, to direct to be issued and paid out of the Consolidated Revenue Fund the sum of One hundred and fifty Pounds for the purposes of the Museum and Art Gallery, in each and every year, by four equal quarterly payments on the First day of January, the First day of April, the First day of July, and the First day of October in

every year, as a fund for defraying the stipends which shall be appointed to be paid to such necessary officers and servants as shall be from time to time appointed by the Municipal Council of the City of Launceston, and for discharging all incidental and necessary charges connected with the current expenditure thereof or in obtaining specimens of Natural History or goods and chattels or paintings for the said Museum and Art Gallery, the First instalment thereof to become due and payable on the First day of January, 1896.

3 The Municipal Council of the City of Launceston shall have full power to appoint all officers and servants of the said Museum and Art Gallery, and shall have the entire management and superintendence of the affairs, concerns, and property of the said Museum and Art Gallery. In all cases not provided for by this Act, it shall be lawful for the Municipal Council to act in such manner as shall appear to them best calculated to advance the objects of such Institution.

4 The said Municipal Council shall have power and authority to make, and also to repeal and alter all such by-laws, rules, and orders touching and concerning the management and good government of the said Museum and Art Gallery, and the income and property thereof, or any other matter or thing relative to the same, as to them may seem fit for the effectual attainment of the objects of such Institution; and all such by-laws, rules, and orders shall be presented to the Governor, and on confirmation and allowance thereof by the Governor in Council, shall come into force and be binding in law; and all such by-laws, rules, and orders shall, within One month from the date thereof, be published in the Hobart Gazette, and shall be laid before Parliament within One month after the same shall have been made, if Parliament shall be then sitting, or if not, then within One month after the commencement of the next Session thereof.

5 The said Municipal Council shall once at least in every year, and also whenever the pleasure of the Governor shall be signified in that behalf, report the proceedings and the progress of the said Institution to the Governor, and a copy of every such report shall be laid before Parliament within One month after the same shall have been received, if Parliament be then sitting, or if not, then within One month after the commencement of the next Session thereof.

6 Accounts of the expenditure of the Museum and Art Gallery shall be furnished annually by the said Municipal Council to the Chief Secretary for examination and audit, and in order that an abstract thereof may be published in the Hobart Gazette.

7 It shall be lawful for the Municipal Council from time to time to appropriate out of the Municipal Fund of the City of Launceston such sum or sums of money as they shall think fit, to be applied in obtaining specimens of Natural History or goods and chattels or paintings for the said Museum and Art Gallery or in the maintenance and management of the said Museum and Art Gallery.

SCHEDULE.

ALL that allotment or piece of land in the City of Launceston, containing 1 acre and 3 perches or thereabouts, bounded as follows:-Commencing at a point on the south-west side of Wellington-street distant 187 feet 9 inches in a north-westerly direction from the intersection of Wellington-street and Patterson-street, bearing 223 degrees 5 minutes for a distance of 278 feet, thence bearing 313 degrees 5 minutes for a distance of 160 feet, thence bearing 43 degrees 5 minutes for a distance of 278 feet, thence along Wellington-street bearing 133 degrees 5 minutes for a distance of 160 feet to the point of commencement.
