E it enacted by the People of the State of New-York, represent- ed in Senate and Assembly, That all that tract of land, be- t ginning in the line in the river St. Lawrence which divides the United States from the dominions of the king of Great-Britain, where the fame is interfected by a continuation of the divifion line of great lots number three and four of Macomb's purchafe ; thence running foutheasterly along the faid line until it comes oppofite to the wefterly corner of the township of Cambray ; then in a ftraight line to the faid corner of Cambray; then along the rear lines of the faid township of Cambray and the townships of D'Kalb, Canton, Potfdam and Stockholm, diftinguished on a B ! 2 " map of the faid township and filed in the fecretary's office, by the furveyor-general; then by a line to be continued in a direct courfe from the line of the faid township of Stockholm until the fame interfects the divifion line of the great lots number one and two in Macomb's purchase; thence northerly along the fame to the lands referved by the St. Regis Indians; then wefterly along the bounds thereof to the dominions of the king of Great-Britain; thence along the fame to the place of beginning, fhall be and hereby is erected into a feparate county, and fhall be called and known by the name of St. Lawrence. II. And be it further enacted, That all that part of the faid county lying weftward of the boundary lines of the townships of Lifbon and Canton, as diftinguished on the map aforefaid, fhall be and hereby is erected into a town by the name of Ofwegatchie ; and the first town meeting in the faid town fhall be held at the 3 houfe of Nathan Ford; and the faid townships of Lisbon and Canton fhall continue and remain one town by the name of Lisbon : 4 And that all that part of the faid county, known and diftinguifhed on the map aforefaid, by the townships of Madrid and Potsdam, fhall be and hereby is erected into a town by the name of Madrid; and the first town meeting in the faid town fhall be held at the 5 houfe of Jofeph Edfell: And that all the remaining part of the faid county fhall be and hereby is erected into a town by the name of Maffena; and that the first town meeting in the faid town fhall be held at the house of Amos Lay. 6 7 III. And be it further enacted, That the freeholders and inhabitants of the several towns erected or continued by this act, fhall be and hereby are empowered to hold town meetings, and elect fuch town officers as the freeholders and inhabitants of any town in this ftate may do by law; and that the freeholders and inhabitants of the said several towns, and the town officers to be by them elected refpectively, fhall have the like powers and privileges as the freeholders, inhabitants and town officers of any other town in this ftate. IV. And be it further enacted, That there fhall be held in and for the faid county of St. Lawrence, a court of common pleas and general feffions of the peace, and that there fhall be two terms of the fame courts in every year, to commence and end 8 as follows, that is to fay: The firft term of the faid court fhall begin on the firft Tuesday of June in every year, and may continue to be held until the Saturday following, inclufive; and the fecond term of the faid court fhall begin on the fecond Tuesday of November in every year, and may continue to be held until the Saturday following, inclufive; And the faid courts of common pleas and general feflions of the peace fhall have the fame jurifdiction, powers and authorities in the fame county, as the courts of common pleas and general feffions of the peace in the other counties of this flate have in their refpective counties; Provided always, That nothing in this act contained fhall be conftrued to affect any fuit or action already commenced, or that fhall be commenced before the firft Tuesday in June next, fo as to work a wrong or prejudice to any of the parties therein, or to affect any criminal or other proceedings on the part of the people of this ftate, but all fuch civil and criminal proceedings fhall and may be profecuted to trial, judgment and execution as if this act had never been paffed.. V. And be it further enacted, That until legislative provifion 9 be made in the premises, the faid courts of common pleas and general feffions of the peace fhall be held in the old barracks, fo called in the faid town of Ofwegatchie, which fhall be deemed in law the court house and gaol of the faid county of St. Lawrence. VI. And be it further enacted, That the freeholders and inhabi- 10 tants of the faid county, fhall have and enjoy within the fame, all and every the faid rights, powers and privileges, as the freeholders and inhabitants of any other county in this ftate are by law entitled to have and enjoy.. VII. And be it further enacted, That it fhall not be the duty of the juftices of the fupreme court to hold a circuit court in every year in the faid county, unlefs in their judgment they fhall deem it proper and neceffary, any law to the contrary notwithstanding. VIII. And be it further enacted, That the faid county of St. Lawrence fhall be confidered as part of the western. diftrict of this ftate. IX. And be it further enacted, That all the refidue of the tract of land lying between the divifion lines aforefaid of great lots. number three and four, and of great lots number one and two, in Macomb's purchafe and the north bounds of Totton and Crosfield's purchafe, fhall until further legiflative provifion in the premises, be confidered as part of the town of Maffena, in the faid county of St. Lawrence: And all that part of Macomb's purchase, included in great divifion number one, and the Indian refervation at the St. Regis village, fhall be annexed to and form part of the town of Chateaugay, in the county of Clinton. X.. And be it further enacted, That the faid county of St. Lawrence fhall be annexed to and become part of the diftri&t now compofed of the counties of Herkimer, Otfego, Oneida and Chenango, as it refpects all proceedings under the act entitled " An act relative to district attornies." 11 12 13 14 15 XI. And be it further enacted, That until other provifion be made by law, the infpectors of election in the feveral towns in 16. the faid county of St. Lawrence, fhall return the votes taken at any election for governor, lieutenant-governor, fenators, members of affembly and members of congrefs, to the clerk of the county of Oneida, to be by him eftimated as a part of the aggregate number of votes given at fuch election in the county of Oneida, |
