bonds shall be presented, the board of directors may call in and take up the same, and no bonds shall draw interest after the district board shall have advertised, by three insertions in the nearest newspaper published to their district, if there shall be no newspaper published in the district, that they are ready to pay off the interest and principal of any bond designated in such advertisement.

SEC. 5. Whenever the interest on the above mentioned bonds Duty of district shall become due, the same shall be paid by the Treasurer of the said district board, out of any moneys in the treasury for that purpose, upon presentation to him of the said bonds, and he shall designate on the back of each bond, concisely, the amount of interest paid and the date of payment, and shall enter the same in a book to be kept by him for that purpose. SEC. 6. All moneys collected by the County Treasurer under the provisions of this act shall be paid over to the treasurer of the district board, on demand, who shall give his receipt for the same.

CHAPTER XX.

BOARDS OF EDUCATION TO BORROW MONEY AND ISSUE BONDS.

AN ACT supplemental to an act entitled "An act to incorporate cities of the State of Kansas," approved March 4, 1862, and authorizing the board of education to issue bonds to purchase school sites and erect buildings thereon.

Be it enacted by the Legislature of the State of Kansas:

SECTION 1. That whenever it shall be necessary to raise funds to purchase a school site or sites, and erect and furnish & suitable building or buildings thereon, it shall be lawful for the board of education of every city coming within the proBorrow on bonds. visions of this act, to borrow money upon bonds which they

are hereby authorized and empowered to issue to the amount of twenty-five thousand dollars, bearing a rate of interest not exceeding seven per centum per annum, payable semi-annually at such place as may be mentioned upon the face of said bond, which loan shall be paid and reimbursed in fifteen years from the time when the same is negotiated, and the board of education is hereby authorized and empowered to sell such bonds: Provided, however, that no bonds shall be sold for less than one hundred cents on the dollar, and that the proceeds arising from the sale thereof shall be paid directly into the city treasury, subject to the order of the said board of education.

SEC. 2. The bonds, the issuance of which is provided for in section first of this act, shall be signed by the treasurer, and Bonds-how countersigned by the president and secretary of the board of education, and said bonds shall specify the rate of interest, and the time when principal and interest shall be paid, and each bond so issued shall not be for a less sum than fifty dollars.

SEC. 3. The board of education, in its annual estimate, as provided in section thirteen of article four of the act to which this is supplementary, shall include a sufficient amount to pay the interest as the same accrues, on all bonds issued under the Interest & sinkprovisions of this act; and also to create a sinking fund for the redemption of said bonds; and said amount of funds, when paid into the city treasury, shall be and remain a specific fund for said purpose only, and shall not be appropripriated in any other way, except as hereinafter provided.

SEC. 4. All moneys raised for the purpose of creating a Investment. sinking fund, for the final redemption of all bonds issued under this act, shall be invested annually by the treasurer of the board of education in bonds of the United States, and in bonds of the State of Kansas, on which the interest is paid promptly and regularly, and which bonds he shall procure at as low rates as the same can be purchased; which bonds shall be held and retained until the principal of the bonds issued under this act shall become due, and shall then be disposed of at the highest market rates, and the proceeds of the sale of such United States or other bonds, purchased as aforesaid, shall be appropriated to the redemption of the bonds issued under this

SEC. 5. That whenever the interest of the above mentioned bonds shall become due, the same shall be paid by the treasurer of the board of education, and a proper receipt taken for the same.

SEC. 6. That the treasurer of the board of education is hereby authorized, and it is made his duty, to obtain blank bonds, with suitable devices, to prevent counterfeiting.

SEC. 7. The credit of the school fund of such city is hereby pledged to the payment of the interest and principal of the bonds mentioned in this act, as the same may become due.

SEC. 8. It shall be the duty of the secretary of the board of education to register, in a book provided for that purpose, the bonds issued under this act, which said registry shall show the number, date, and amount, and to whom is made payable each of said bonds.

SEC. 9. This act shall take effect and be in force from and after its publication once in the Leavenworth Daily Bulletin. Approved, February 20, 1864.

CHAPTER XXI.

BINDING OF STATE VOLUMES.

AN ACT relating to the binding of the laws and journals of both Houses of the Legislature and volume of public documents.

Be it enacted by the Legislature of the State of Kansas:

SECTION 1. That section 22 of an act entitled "An act to provide for the State printing," passed May, 1861, be amended so as to read as follows: "SEC. 22. The contractor for the print-ing of bills, resolutions, or other matter to be printed in bill

form, shall promptly and without delay execute all orders of the Legislature, or either branch thereof, for the printing of all bills and resolutions; and, for each and every failure to complete said printing within twenty-four hours after receiving the order for the same, the contractor shall forfeit and pay a penalty of ten dollars, to be deducted from his account at settlement, and all contractors under the provisions of this act shall promptly and without delay execute all orders to them issued. by the Legislature, or either branch thereof, or the executive officers of the State; and the laws and journals shall be printed and delivered to the contractor for the folding, stitching and binding, on the order of the Secretary of State, within twenty days after the adjournment of the Legislature, and said contractor shall, within twenty days after the receipt thereof, execute the folding, stitching and binding, and deliver to said Secretary of State the volumes so bound, under the penalty of a forfeiture of their bonds. And the volume of public documents shall be printed and delivered to the contractor for folding, stitching and binding, on the order of the Secretary of State, within five days after copy is furnished to the contractor for printing the same, and said contractor for folding, stitching and binding shall, within five days after the receipt thereof, execute the folding, stitching and binding, and deliver to said Secretary of State the volumes so folded, stitched or bound, under a penalty of a forfeiture of their bonds: Provided, that the Secretary of State, Auditor and Treasurer may, on good cause shown by either of the contractors, extend the time, not exceeding ten days, for the execution of their several contracts relating to the laws and journals, but shall grant no such extension in regard to the volume of public documents.

SEC. 2. That section twenty-two (22) of an act entitled “An act to provide for the State printing," passed May, 1861, be and the same is hereby repealed.

Be it enacted by the Legislature of the State of Kansas: SECTION 1. That the eastern boundary of Dickinson county shall be known and described as follows, to wit:

SEC. 2. Commencing at the southeast corner of township No. sixteen (16), south of range four (4), east, thence north on range line between four (4) and five (5), to the southwest corner of section No. nineteen (19), township No. fourteen (14), range No. five (5), east; thence east on section line between 19, 20, 29, 30, to the southeast corner of section No. twenty (20), township No. fourteen (14), range five (5), east; thence north on section line, commencing at the southeast corner of section No. twenty (20), to the township line between fourteen and thirteen; thence west on township line to range line between four and five; thence north on range line to Smoky Hill river;
