TO THE CHARITY COMMISSIONERS FOR ENGLAND AND WALES.

By order of the Board dated 9th March 1860, I have held an inquiry into the present state of the endowed charities under the management of the Apothecaries' Company in the City of London, which I find to number only two, viz. :

The Widows' Fund; and

Everard Augustus Brande's Gift.

THE WIDOWS' FUND.

This fund, which has been raised by contributions from members of the society for the purpose of assisting with pen sions the widows of its freemen left in necessitous circumstances, is stated to have originated in 1711, when a sum of 201. was presented to the Company on condition that 11. 4s. should annually be paid to poor members of the society.

This Gift was followed by legacies and donations as reported by the late Commissioners, amounting to nearly 1,6007., since which no bequests have been made to aid the fund, although the contributions have exceeded all of earlier times.

A list of the donations of 51. and upwards since 1830 is appended hereto.

These sums have been from time to time invested in the funds in the corporate name of the Company.

The Widows' Fund thus created has been further augmented by a yearly subscription from every member holding a share in the trading stock of the Company. If first class stock, the payment is 10s. ; if second class stock, 2s. 6d. per annum.

This appears in the books under the heading of subscription from United stock. The amount is now 871. 10s. per annum.

Small sums given to the poor box of the Company on various occasions, for instance, upon admission to the Court of Assistants 11. 1s., upon admission to the livery, 10s. 6d., are also added to the fund. The amount fluctuates as it depends on vacancies and other contingencies. During the last 10 years the highest annual sum is 141. 38. 6d., and 61. 6s., the lowest during the same period from this source.

The amount of stock now standing in the names of the Master, Wardens, and Society of Apothecaries of the City of London in respect of this Charity is 8,4507. 31. per cent. Reduced annuities.

With the income arising from this stock, the Apothecaries' Company have long granted annuities to widows of freemen of this Company who have been left in necessitous circumstances,

A form of application is appended.

The selection of pensioners is made by the Court of Assistants, who are the governing body.

The number of pensioners and the amount of pensions have from time to time increased as the funds have admitted.

There are now 16 widows in the receipt of 201. per annum each from this Charity, and another recipient is about to be added, as the state of the finances fully warrants such a course.

No fixed rules appear to be made for the guidance of the Court in the selection of candidates even as to the age, but it is stated the cases are carefully investigated, and that the results have been highly satisfactory; no person present knew an instance of the pension being withheld or withdrawn, which would certainly have been the case if the parties had misconducted themselves.

It has occurred that recipients have voluntarily resigned the pension in consequence of improved circumstances. Although exceptions have frequently happened the majority of pensioners exceed 60 years of age.

The sum of 201. per annum is found to answer the purpose so well, it is stated to be the intention of the Court to increase the number of recipients rather than the amount of the pensions.

BRANDE'S GIFT.

This Gift, which is an augmentation to the Charity last reported, was settled by an indenture dated 3rd January, 1854, between Everard Augustus Brande of the one part, and the Master, Wardens, and Society of the Art and Mystery of Apothecaries of the City of London, of the other part, reciting that the said Master, Wardens, and Society were in possession of a fund called "The Widows' Fund," the income of which is by them applied to the relief of necessitous widows of freemen of the same society, and that Elizabeth Yonge, the widow of a freeman, had for some time past received a pension from the said fund, and further reciting that the said Everard Augustus Brande, to increase the pension of the said Elizabeth Yonge, and other charitable purposes, had transferred 3001. 34 per cent. Consols into the names of the said Master, Wardens, and Society, to be held in trust during the life of the said Elizabeth Yonge, to pay the annual proceeds thereof for her sole use and benefit; and after her decease to pay such dividends to and for the separate use of such one of the pensioners for the time being of the said widows' fund as the Master, Wardens, and Court of Assistants of the said society should consider the most afflicted, destitute, or aged, as an augmentation of the pension which the pensioner was at the time receiving, with full power to discontinue the payment of such income to any such pensioner (other than the said Elizabeth Yonge) and to pay the same to any other pensioner, also to vary and transpose the said trust fund for other public or Government stock funds or securities of a similar nature to be held on the same trusts.

The stock, now 3001. New 3 per cent. annuities, stands in the corporate name of the Company, and the dividends have been regularly applied to the sole use of Mrs. Elizabeth Yonge as directed until her decease; the last payment was made to her representative 5th July 1858. Subsequently a successor was appointed, a Mrs. Margaret Kettle, who is now the recipient of this Charity, and is paid 21. 5s. a quarter from the dividends on this stock in addition to the quarterly 51. from the Widows' Fund.

The accounts of these charities are regularly supplied to this office, and all their affairs appear to be conducted with marked punctuality.

All of which I submit to the Board,

The Widows' Fund has been raised by the contributions of deceased and living members of the society, and has for its object the relief of widows of its freemen left in necessitous circumstances.

There are at the present time 16 widows in the enjoyment of a pension of 201. a year each from the fund, and the Master and Wardens have the satisfaction of stating that the fund will now admit of the election of another widow, making in all 17 pensioners.

As the benefits conferred by the fund are becoming better known, an increasing interest is being manifested in its objects; and the Master and Wardens are encouraged to renew their invitation to their brethren to assist by their contribution in extending its benefits to a still larger number of pensioners.

That the object of those members who may desire to contribute to the fund by will may be facilitated, the following form of bequest is recommended for adoption.

"I bequeath to the Master, Wardens and Society of the art and mystery of Apothecaries, of the city of London, the sum of 1., to be applied by them in augmentation of the fund for the relief of widows of freemen of the said society, called 'The Widows' Fund'; such legacy to be paid out of such part of my personal estate as the law permits to be appropriated by will to charitable purposes.
