TO THE CHARITY COMMISSIONERS FOR In pursuance of a Minute of the Board, bearing date the 1st day of November 1864, I have inquired into the condition and circumstances of the following Charities under the management of the Innholders' Company of the City of London; and I have stated in the Report, under the head of each specific endowment, the result of my investigation. The title of the Company is "The Master and Wardens "of the Fraternity or Guild of St. Julian of Innholders "within the City of London." The governing body of the Company is that of Master, two Wardens, and 24 Assistants, forming the Court. They are chosen from the Livery, which consists of a body of about 184 (December 1862), and they are rapidly diminishing. The freedom is obtained by servitude, redemption, and patrimony. The freemen are diminishing, the new admissions not exceeding three or four a year. The decrease in the number of Liverymen will appear from the following table of the numbers at different periods. 1822 1832 1842 1852 1862 HINDE'S CHARITY. 419 466 337 248 184 Thomas Hinde, by his will (date not known), gave a rent-charge of 51. to the Company, out of property in Southwark, for poor decayed men of the Company. The sum of 47. a year (deducting 17. for land tax) has been paid hitherto by the occupier of the Spur Inn in the High Street, Southwark. This sum of 47. is commonly distributed as a distinct sum, to two pensioners, who receive 21. each. In case of death or absence of a nominee it is put into the poor box of the Company until a new pensioner is elected. Two pensioners are at present in the receipt of it. LEWIS' GIFT. Thomas Lewis, by his will of the 15th May 1817, gave to the Company 500l. to be invested in Government securities, and the interest distributed amongst such poor persons as the Court of the Company should think proper. The money stands as at the last inquiry, in 5251. stock; but the stock, which was then four per cents, has now been converted into new three per cents. The sum of 157. 15s., less income tax, is received as dividends. The Master and Court of Assistants elect pensioners, who receive sums of 31., 3., and 17. 10s. each half year, the fraction of the dividend being placed in the poor's box. The abovementioned stock stands in the corporate name of the Company in the Bank books. JONES' GIFT. John Jones, by his will of the 12th June 1819, gave to the Company 2007. consols, the dividends to be distributed among poor widows of deceased Liverymen. The sum of 2001. three per cent. reduced stock stands in the corporate name of the Company; and the dividends, 6l. per annuin (less income tax), are paid to one pensioner, chosen by the Master and Court of Assistants, half-yearly. She is the widow of a Liveryman. BAYLEY'S GIFT. Thomas Bayley, by will of the 3rd November, 34th Henry 8th, gave a messuage, &c., in Coleman Street, to the Company, to pay to the parish of St. Lawrence Jewry 488. a year for their poor. The sum of 21. 6s. a year is paid to the parish officers of St. Lawrence Jewry. NEWTON'S CHARITY. Mr. James Newton, Citizen and Innholder, and member of the Court, by a codicil to his will, dated the 21st July 1827, bequeathed as follows: "I give and bequeath to the Master and Court of Assistants of the Innholders' Company the sum of 500l., to be applied by them for the relief and maintenance of the poor freemen of the said Company." The legacy duty being paid, there remained a sum sufficient to produce 5501. three per cent. reduced annuities, standing in the corporate name of the Company, the dividends of which, amounting to 167. 10s. a year (less income tax) are divided half-yearly, in April and October, between pensioners, being widows of liverymen, chosen by the Master and Wardens. There are now four pensioners on the list. Any fraction is put in the poor box. These reduced annuities form part of a larger sum of like stock, the residue of which belongs to the Company. SCAMBLER'S CHARITY. Henry Scambler. by his will of the 9th April 1845, bequeathed to the Company 6,0007., upon trust to lay out same in the Government funds; and he directed them to divide the dividends to arise from time to time between as many of the most respectable poor members of the Company, or their widows, who should have paid the livery fines; that is to say, eight of the most respectable to have 157. a year, and the four next respectable to have 107. a year, and so in proportion until the dividends were exhausted; such payments to be made in equal moieties twice every year, for the respective lives of the said annuitants. The legacy duty was deducted, and the residue invested on the 26th April 1846 in 5,6481. Os. 11d., 31. per cent. consols. The dividends amount to 1697. 8s. 8d. The surplus beyond the 1607. directed to be divided has been annually added to the capital, which now amounts to 5,6961. 3s. 7d., 3 per cent. consols, which stands to a separate account in the corporate income of the Company. The fund is divided between 12 liverymen, or widows of liverymen, of whom eight have 157., and four 101. a year each, in half-yearly payments. The pensioners are chosen by the court, and remain on the list for their lives. A payment of 17. 1s. per annum is made to the clerk as an indemnity for the petty expenses and charges, and the rest is invested as above stated. There are always far more applicants than can be satisfied by the gift. There is at the present time one vacancy amongst the 151. annuitants, which will be filled up in January next. R. F. BAILEY'S CHARITY. Richard Flower Bailey (who died 16th June 1861) by his will bequeathed to the Master and Wardens for the time being of the Art or Mystery of Innholders of the city of London, the sum of 1001. sterling, to be invested in Government securities, and the interest to be annually distributed amongst the poor of the said Art or Mystery on the 9th day of November, at the discretion of the Master and Wardens. The testator directed that the legacy should be paid free of duty, but not until two years from the date of his decease. The estate of the deceased being subject to litigation, the legacy still remains unpaid. All which I submit to the Board. INNHOLDERS' COMPANY.
