period of ten years, of keeping and maintaining a ferry across the Mississippi river, from the east bank of said river, to the west bank of the Mississippi river, and said ferry shall be established on sections ten and fifteen, where the east and west line between said sections intersect the river, in town four north, and range six west of the fourth principal meridian, and said ferry shall be subject to such regulations as other ferries are, or may by law be subject, fixing the rates of toll and the manner in which licensed ferries shall be kept and attended to. Be it enacted by the Council and House of Representatives of the Territory of Wisconsin: SECTION 1. At each annual election hereafter to be held in the city of Milwaukee, as provided by the act to which this Certain offi. is amendatory, there shall be elected in the same manner, and for the same term as the mayor of the said city is now elected, one treasurer, one city attorney, and one marshal; eers to be elected. and there shall also be elected in each ward in said city, at the same time, in the same manner, and for the same term that aldermen are now elected in the several wards, three sessors, one constable, and one street inspector. as SEC. 2. The officers whose election is provided for in the Powers and duties of cer preceding section, shall have the same powers, perform the tain officers. same duties, and be subject to the same liabilities as if they had been appointed by the common council of said city, and said officers may be removed for incompetency, or malfeasance in office, in the same manner as justices of the peace in said city may by law be removed. All members of any fire engine, hook and ladder, or hose company, organized by the common council of said nies exempt city, shall be exempt from jury duty, military duty, and poll tax during the continuance of such membership; and any person having served the full term of seven years in either of said companies, shall be forever thereafter exempt from jury duty, and poll tax, and from military duty except in cases of insurrection or invasion. President of the Council, Powers and ration, AN ACT To incorporate the Beloit Mechanics' Library Be it enacted by the Council and House of Reppesentatives of the Territory of Wisconsin: SECTION 1. That Alexander Douglas, Charles M. Messer, style of corpo. Thomas McElhenny, Andrew R. Masher, and Madison Chamberlain, and their associates, together with such persons as may hereafter be associated with them, be, and they are hereby created a body politic and corporate, with perpetual succession, by the name of the "Beloit Mechanics' Library Association," and by that name shall be competent to contract and be contracted with, to sue and be sued, to answer and be answered unto, in all courts of law and equity, to have a common seal and to change the same at pleasure, to acquire, hold, possess, and enjoy, and to sell and convey property, both real and personal: Provided, the annual income. of such property shall not exceed three hundred dollars: Provided, that nothing herein contained shall authorize the association hereby created, to purchase, sell, or deal in any property except their library and philosophical apparatus, and such buildings as are necessary for their library, lecture, and school rooms, and property connected therewith. That any three of the above named persons shall have power to call a meeting by giving six days' notice thereof, by posting up notices in three public places, in the village of Beloit, SEC. 3. AN ACT To authorize the construction of a bridge across Be it enacted by the Council and House of Representatives of the Territory of Wisconsin: SECTION 1. That Edward Eastman, Samuel H. Farnsworth, Chester Ford, John Smith, Lucas M. Miller, Henry Gallup, George F. Wright, and Jonathan P. Miller, and such other persons as shall associate with them, be, and they are hereby incorporated by the name and style of "The Fox River Bridge Company," and by such name may sue and be sued, plead and be impleaded in any court in this territory, and may have a common seal and may change the same at pleasure. SEC. 2. Chester Ford and Lucas M.
