SEC. 4. That school district number one, in the county of Sauk, shall be capable of holding stock in said corporation to the amount which the trustees of said school district for the time being may subscribe; and the said school district shall have the right to vote as other stockholders may, and in proportion to the stock owned by said district, and shall be entitled to all the privileges of other stockholders; said school district shall be represented for all purposes that other stockholders may be represented, by one of the trustees for said district. to be selected by the other trustees for that purpose. SEC. 5. The trustees of said academy shall have power, II. Upon any vacancy in the said offices of president or trustees, to elect others in their places, by the votes of a majority of the trustees, present at any regular meeting. III. To take and hold by gift, grant, or devise, any real or personal property, and to sell, mortgage, let, or otherwise dispose of the same, in such manner as they shall deem most conducive to the interests of said corporation. IV. To direct and prescribe the course of study and discipline in said academy. V. To appoint a treasurer, clerk, and such other officers as they shall deem expedient, who shall hold their offices. during the pleasure of the trustees. VI. To prescribe the duties, and fix the salaries of all the officers of said corporation and to remove or suspend them from office for incapacity, immoral conduct, or misbehavior in office, and to appoint another in the place of any officer so removed or suspended. VII. To make all ordinances and bye-laws necessary and proper to carry into effect the preceding powers, not inconsistent with the constitution of the United States and the laws of Wisconsin. SEC. 6. No religious test or qualification shall be required from any trustee, or other officer of said corporation, or of any student, for admission to any privilege in said academy. Be it enacted by the Council and House of Representatives of the Territory of Wisconsin: SECTION 1. The superintendent of territorial property shall procure a case fitted into proper compartments for the preservation of the records and papers deposited by law in the library, and the sum of fifty dollars is hereby appropriated out of the treasury of the territory, to be expended under the direction of the superintendent, for this object. Said superintendent, shall, at such point as shall be deemed most convenient, cause a well to be sunk and substantially stoned, and supplied with a bucket and proper apparatus for drawing water for the use of the capitol; and the sum of one hundred and fifty dollars, is hereby appropriated out of the treasury of the territory to be expended under the direction of said superintendent for this object. SEC. 5. It shall be the duty of said superintendent, to cause the basement of the capitol to be enclosed with doors and windows, and otherwise to finish off the same as a wood cellar, for the capitol, and he shall cause all the wood in the capitol yard, belonging to the territory, to be fitted for the fires, and deposited therein and the sum of three hundred dollars is hereby appropriated out of the treasury of the territory to be expended under the direction of the said superintendent for this object. SEC. 6. The further sum of two hundred dollars is herebe appropriated out of the territorial treasury, to be expended under the direction of said superintendent, as a contingent fund, to repair and preserve the capitol and furniture, and fit the same, for the use of the legislative assembly.
