Agreeably to the order of the City Council passed January 25, 1855, so much of the Mayor's Address as relates to Taxation was referred to the Joint Standing Committee on Finance.

REPORT.

The Joint Standing Committee on Finance, to whom was referred so much of the Mayor's Address as relates to Taxation, having considered the same, have come to the conclusion that the Mayor's views on the subject, as expressed on page 25 of his address, meet the approbation of this Committee; and they would respectfully recommend that in future a part at least of the expenses of all new buildings, of a permanent character; the cost of laying out new streets, and of grading the same; the cost of widening and extending streets; the extension of the water works, and the expense of new and extensive sewers and drains, be a subject of loans, payable at such times as should be agreed upon at the time the works are authorized.

The Appropriation Bill for the present year contains the following items, which come into the class of expenses now under consideration, viz:

Had $100,000 of this been taxed, and the rest been a subject of loans, the Taxes of 1854 would have been reduced about one dollar on a thousand, and would have exceeded by only 0.60 per thousand the tax of the previous year.
