S applied to backward races, the word "education " must be used in its derivative sense as the "bringing forth" of the latent possibilities in the individual, or in the community-the guiding of the evolution of a race to a higher plane of thought and action. As such it becomes a fascinating study, not confined to the methods and theories of a department, but embracing every branch of administrative activity. The discipline, punctuality, and meticulous performance of his task by the soldier are no less valuable contributions than the ocular demonstrations of improved methods in agriculture and forestry. The administration of justice in the courts, the guidance of the district officer in the impartial conduct of the affairs of each community by those responsible-all bear their share equally with the department which controls the schools, and the teachers who use the blackboard and chalk of the class-room.

In Africa the object in view is to enable the African to "find himself "-to emerge from the habit of mind which has through
