[308] The Engrossed Address to his Excellency William Tryon Esq' Captain General & Governor in Chief in and over the province of New York, and the Territories depending thereon in America, Chancellor and Vice Admiral of the Same was this day presented to his said. Excellency by Mr Recorder, and is in the Words following.

To his Excellency &

The Humble Address of the Mayor Aldermen & Commonalty of the City of New York,

May it Please Your Excellency:

While we Labour under the Weight of Obligations (the only burthen imposed by your Excellencys Goverment) we wish to Acknowledge a debt that we know not how to discharge and to unite ours to the Voice of a people, Grateful for the Benefits of a wise, equitable & Impartial Administration

As we would spare your Excellency the Pain which a Delicate mind feels at the Recital of its Virtue, We shall not mention that Generosity which has Equally Endeared your Excellency to the Indigent and the Benevolent; that Impartiality, which procured esteem Amidst the Distraction of Party; that Condescension which met the Wishes of the Humble, that firmness which ensured the Stability of

Government, and those private Virtues which Attached our hearts to him as a man, whom our understandings applauded as a Governor: Virtues which now serve only to heighten the Sorrow that each of us feels at your Excellency's departure; to animate our Wishes for the Safety of your Voyage, for the re-establishment of your Health, for Success in every design that may Serve to Increase your Happiness and (if we may be Allowed one interested wish) for your Excellency's early & Safe Return to a People, whose Pride & Pleasure is to Contribute to the Support of your Excellencys Government.

To which said Address, his Excellency Returned the Following Answer Vizt.

GENTLEMEN:

This present Proof of your Regard, Cannot be Received without the most Lively Emotions of Gratitude:

It is to me an unspeakable Happiness, that in pursuing the Dictates of my Duty, to my most Gracious Sovereign, and of Heart Sincerely disposed to Cherish the interest & harmony of a people so worthy of Consideration, I have met with Such honourable & Repeated Testimonials of your Cordial Approbation

I beg you will believe that, I Shall ever Consider this [309] flourishing Metropolis as the residence of many of my Valuable friends and of a body of Loyal Subjects & Good Citizens who have Zealously Contributed to the Ease, tranquility & honour of my Administration.

Accept, Gentlemen, my most thankful Acknowledgements for the Anxiety you express at my Approaching departure, and your pathetick Wishes for the Safety of my Voyage, the re-establishment of my Health, my future Success & my Early return, and permit me to Offer the Continued Assurances of my Ardent Wishes for the Growing Wealth and uninterrupted felicity of this Opulent & Commercial City. WH TRYON

Mr Mayor Produced to this Board a List of names of Sundry Persons who had taken out Lycences for Retailing of Strong Liquors within this City, from the 25th of March 1773 to the 25th of March Last, amounting in the Whole to the Number of 385 persons & who had altogether paid for the Same the Sum of £577: 4, ORDERD that he pay the same to the Treasurer or Chamberlain of this Corporation, first Retaining thereout the Sum of £125 being what this Board agreed to allow him for his fees as Clerk of the Markets from the 1st of May 1773 to the 1st of May Next, and also the further Sum of 4 & paying

thereout to the Clerk of this Board the Sum of 55, for Every Licence so by him Granted as aforesaid, and that the Ballance (after the above. deduction is made) to be paid into the Treasury amounts to £278: 19.

Mr Recorder Chairman of the Committee for fixing on proper places as well at Pecks Slip as on Nassau Island for the ferry Boats to Load & unload at, Reported, that in Consequence of said Appointment, they had Viewed both Places, and Conceive that the West Side of the Corporation Pier on the West Side of Pecks Slip to be the most proper Landing Place there, as also the Wharf of Jacob Brewerton on Nassau Island, to be the most Proper Landing Place on that Side, both which Places this board do Approve of & Confirm and thereupon ORDER, that the said Committee Cause a Proper Bridge at each Landing Place to be made as soon as Possible, and Charge the Expence thereof to this Corporation.

Also ORDERD by this Board that the Landing Place for the ferry Boats, to Load & Unload at and from the Coenties Slip, to Nassau Island be fixed & limited between the West Side of said Slip and the East Side of the Long Bridge, and further ORDERD that the Aldermen & Common Council men of the Dock & South Wards be a Committee to Cause two Bridges or Landing Places to be made between the limits. abovesaid and Place the Expence thereof to this Corporation

ORDERD that the Mayor Issue his Warrant to the TreasNo 2670 urer of this City to pay to Samuel Frances or order the Sum of £7:13:6 in full of his acc! for the Expence attending a Committee of this Board, as pr his said acc! Sworn to & allowed of by this Board

Mr Recorder proposed for the future Consideration of this Board whether it would not be more for the Interest of this Corporation to Allow their Chamberlain a Certain Sallary than a Commission, that as their Revenews were daily Encreasing the Commission thereon in time would be Immense

ORDERD that the Mayor Issue his Warrant to the TreasNo 2671 urer of this City to pay to William Mitchell or order the Sum of five pounds for one quarters Sallary due unto him as Publick Whipper of this City the 5th Instant

[311] Robert R: Livingston Esq Signified to this Board that he had Resigned his Commission of Recorder, and this Board being willing to Demonstrate the Esteem and Regard they have for him from a just Sense of his Merit, Agrce to Compliment him with the freedom of this Corporation. ORDER'D, therefore, that the Clerk Prepare said freedom, and Annex the Seal of the City thereto, and that Mr Mayor Sign & Deliver the Same to him in behalf of this Board

ORDERD the Mayor Issue his Warrant to the Treasurer No 2672 of this City to pay to Elias Smith or order the Sum of £19 15 11 in full of his acct, for Work done, for the use of, and by order of this Corporation, as p' his said acc! audited by the Committee and allowed of by this Board

ORDERD the like to James Selover or order the Sum of No 2673 £0:14:3, in full of his acct for Liquor by him Delivered at the Late Fire in the fort as p his said acct Sworn to & allowed of by this Board

ORDERD by this Board that Peter Knickerbacker late a Cartman in this City who is old & Infirm and unable to follow the Business of carting be [312] Appointed to the Office of an Inspector of Cord Wood for the Coenties Slip, in the Room & Stead of Cornelius Van Horne, and he the said Peter Knickerbacker is hereby Appointed to the said Office Accordingly, and that before he enter upon the Dutys of said Office, he first take an Oath for the Due Execution of the same

The Draft of a Petition to be preferred to the Honble Cadwallader Colden Esq Lieutenant Governor and Commander in Chief of the province of New York by Sundry House Carpenters in this City Setting forth Sundry Grievences they Labour under from the Act Relative to the Building & Roofing of houses to the South ward of the Fresh Water was Laid before this Board for their Approbation, and the Same being read, and taken into Consideration by this Board was unanimously Approved of, and thereupon ORDERD that their said Approbation be Entered Accordingly

John Watts Jun' Esq Produced to this Board a Commission Appointing him to the Office of Recorder for the City & County of New York in the Room Place & Stead of Robert R: Livingston Esq" who hath lately resigned the said Office, & thereupon Mr Mayor acquainted this Board that the said John Watts Jun' had been qualifyed before him to execute said Office, & he then took his seat accordingly

ORDERD that the Aldermen and Common Council men of Montgomery Ward, the North Ward, the East Ward & West Ward or the major part of them be a Committee to Cause Golden Hill to be dug down & Regulated, and make Report thereof to this Board with all Convenient Speed

THE PETITION of the Members of the Union Library Society was preferred to this Board and Read, praying that this Board would
