STATE CUSTODIAL ASYLUM FOR FEEBLE-MINDED WOMEN, Newark, N. Y.

Inspected by Inspector Hill November 12-13, 1902; January 10, April 1, July 21, 1903.

Established as a branch of the Syracuse State Institution for Feeble-minded Children, 1878; incorporated separately by chapter 281 of the Laws of 1885.

Object. The custody and maintenance of indigent feebleminded women of child-bearing age who are residents of the State. It aims to improve their mental, moral and physical condition.

Average weekly cost of support, including the value of home and farm products consumed, $2.42; excluding such value, $2.26. Receipts for the year ending September 30, 1903, including balance on hand ($601.61), $75,317.65; ordinary expenditures, in

cluding $271.28 returned to State Treasurer pursuant to the provisions of law, $58,179.43; extraordinary expenditures, $15,819.76; total expenditures, $73,999.19; balance on hand October 1, 1903, $1,318.46.

Attached to the almshouse are 196 acres of land, 185 of which are reported to be under cultivation; value of land and buildings, $60,000; estimated value of the labor of inmates during the year, $200; estimated value of the products of the farm, $3,600; receipts from sales, $486.25.

Expenses in connection with the almshouse for the year ending September 30, 1903, $10,253.38; estimated weekly expense per person, $2; expense of temporary (outdoor) relief administered by the superintendent and overseers of the poor, $15,041.61; expense of support in institutions other than the almshouse, $1,497.60; aggregate expenditures for support and relief, $26,792.59.

Total number of inmates in the almshouse during the year, 134; remaining October 1, 1903, 83 (52 males and 31 females), includ

ing 3 insane, 5 feeble-minded or idiotic, 3 blind and 2 epileptics; number receiving temporary (outdoor) relief, 784; number supported in other institutions, 18; total supported and relieved during the year, 936.

Object. The care and treatment of any indigent children who may have resided in the State of New York for a period of not less than one year, who are crippled or deformed or are suffering from disease from which they are likely to become crippled or deformed.
