to Her Britannic Majesty, Grand Cross of the Imperial Order of the Legion of Honour, Grand Cross of the Order of the Redeemer of Greece, of the Order of Isabella the Catholic of Spain, of the Pontifical Order of Pius IX., Commander of the Order of the Conception of Portugal, &c., &c., &c. ; His Majesty the Emperor of all the Russias, the Sieur Philip Baron de Brunnow, His actual Privy Councillor, Ambassador Extraordinary and Plenipotentiary to Her Britannic Majesty, Knight of the Orders of Saint Andrew, of Saint Wladimir of the first class, of Saint Alexander Newski in diamonds, of the White Eagle, of Saint Anne of the first class, of Saint Stanislas of the first class, Grand Cross of the Imperial Order of the Legion of Honour, of Danebrog of Denmark in diamonds, and of the Order of the Redeemer of Greece of the first class, &c., &c., &c.; And His Majesty the King of Denmark, the Sieur Torben de Bille, His Chamberlain, Commander of the Order of Danebrog, and decorated with the Cross of Honour of the same Order, His Envoy Extraordinary and Minister Plenipotentiary to Her Britannic Majesty ; Who, after having exchanged their full powers, found in good and due form, have agreed upon and signed the following Articles : Article I. His Majesty the King of Denmark, in accordance with the Prince Christian of Denmark, acting in the character of guardian of his second son the Prince Christian William Ferdinand Adolphus George, accepts for that Prince, a minor, the hereditary sovereignty of Greece, which is offered to him by the Senate and the National Assembly of Greece in the name of the Hellenic nation. Article II. The Prince William of Denmark shall bear the title of George I., King of the Greeks. Article III. Greece, under the sovereignty of Frince William of Denmark, and the guarantee of the three Courts, forms a monarchical, independent, and constitutional State. Article IV. The limits of the Greek territory, determined by the arrangement concluded at Constantinople between the three Courts and the Ottoman Porte on the 21st of July, 1832, shall receive an extension by the union of the Ionian Islands with the Hellenic Kingdom, when such union, proposed by the Government of Her Britannic Majesty, shall have been found to be in accordance with the wishes of the Ionian Parliament, and shall have obtained the assent of the Courts of Austria, France, Prussia, and Russia. Article V. The Ionian Islands, when their union with the Kingdom of Greece shall have been effected, shall be comprised in the guarantee stipulated by Article III. of the present Treaty. Article VI. In no case shall the Crown of Greece and the Crown of Denmark be united on the same head. Article VII. In conformity with the principle of the Hellenic Constitution recognised by the Treaty signed at London on the 20th of November 1852, and proclaimed by the Decree of the National Assembly of Greece of the 30th of March 1863, the legitimate successors of King George I. must profess the tenets of the Orthodox Church of the East. Article VIII. The majority of Prince William of Denmark, fixed by the law of the Royal family at 18 years complete, that is to say, on the 24th of December 1863, shall be considered as attained before that date, if a Decree of the National Assembly should recognise the necessity thereof. Article IX. At the moment when the union of the Ionian Islands with the Hellenic Kingdom shall take place, according to the terms of Article IV. of the present Treaty, Her Britannic Majesty will recommend to the Government of the United States of the Ionian Islands to appropriate annually a sum of ten thousand pounds sterling to augment the civil list of His Majesty George I., King of the Greeks. Article X. Each of the three Courts will give up in favour of Prince William of Denmark four thousand pounds a year out of the sums which the Greek Treasury has engaged to pay annually to each of them, in pursuance of the arrangement concluded at Athens by the Greek Government, with the concurrence of the Chambers, in the month of June 1860. It is expressly understood that these three sums, forming a total of twelve thousand pounds sterling annually, shall be destined to constitute a personal dotation of His Majesty the King, in addition to the civil list fixed by the law of the State. Article XI. The accession of Prince William to the Hellenic Throne shall not involve any change in the financial engagements which Greece has contracted by Article XII. of the Convention signed at London on the 7th of May 1832, towards the Powers' guarantees of the loan. It is equally understood that the Powers will in concert watch over the execution of the engagement taken by the Hellenic Government in the month of June 1860 upon the representation of the three Courts. Article XII. The three Courts shall, from this moment, use their influence in order to procure the recognition of Prince William of Denmark in the character of King of the Greeks by all the Sovereigns and States with whom they have relations. Article XIII. His Majesty the King of Denmark reserves to himself to take the measures which may be most proper for facilitating the arrival of King George I. in his dominions as soon as possible. Article XIV. The three Courts will bring the present Treaty to the knowledge of the Greek Government, and will afford to that Government all the support in their power, while awaiting the speedy arrival of His Majesty the King. Article XV. The present Treaty shall be ratified, and the ratifications shall be exchanged at London in six weeks, or sooner, if possible. In witness whereof the respective Plenipotentiaries have signed the same, and have affixed thereto the seal of their arms. Done at London, the thirteenth day of July, in the year of our Lord one thousand eight hundred and sixty-three. (L.S.) Russell. Protocol of Conference held at the Foreign Office 3 August 1863. HER Britannic Majesty's Principal Secretary of State for Foreign Affairs having opened the meeting, the Minister of His Majesty the King of Denmark read the following declaration: "His Majesty King George I. wishing to conform to the usages which prevail in Greece, and to identify himself as much as possible with his adopted country, thinks it proper to declare to the Protecting Powers of Greece that he desires henceforward to take the title of King of the Helenes.” The Plenipotentiaries of France and Great Britain not having offered any observation on this subject, and wishing to comply with the desire expressed in the name of His Majesty King George I. by the Plenipotentiary of His Majesty the King of Denmark, engaged, in the name of their respective Courts, to recognise His Majesty George I., King of the Helenes, by the new title which he has assumed. The Plenipotentiary of Russia reserved to himself to bring the declaration of the Plenipotentiary of Denmark to the knowledge of his Court. Protocol of Conference held at the Foreign Office 13 October 1863. By the Protocol of the 3rd of August the Plenipotentiary of Russia reserved to himself to announce to his Court the intention of His Majesty King George I. to assume the title of King of the Hellenes, instead of that of King of the Greeks, mentioned in Articles II., IX., and XII. of the Treaty of the 13th of July. The Plenipotentiary of Russia now declared that his Court accedes to that change of title, which had already obtained the assent of the two other guaranteeing Powers. In consequence, it was agreed by common consent to substitute in Articles II., IX., and XII. the title of King of the Hellenes for that of King of the Greeks. The Plenipotentiaries deemed it proper to place, moreover, upon record the unanimous accession of their Courts to the further verbal alteration indicated hereinafter. " The decree of the 18-30th of March 1863, referred to in Article I., having been issued by the National Assembly only, it was agreed to omit in the text of the said Article the mention of the Senate," whose legislative functions had ceased at the time when the wish of the Hellenic nation called Prince William of Denmark to the Throne of Greece. The Plenipotentiaries assembled in Conference recorded by the present Protocol these alterations made, by order of their Courts, in Articles I., II., IX., and XII., subsequently to the exchange of the ratifications of the Treaty signed at London on the 13th of July. Leurs Majestés l'Empereur d'Autriche, l'Empereur des Français, le Roi de Prusse, et l'Empereur de toutes les Russies, acceptent, sous les conditions cidessous spécifiées, l'abandon que Sa Majesté la Reine du Royaume Uni de la Grande Bretagne et d'Irlande fait du Protectorat des Etats Unis des lles Ioniennes ; et reconnaissent, conjointement avec Sa Majesté, l'union des dits Etats au Royaume Hellénique. Article II. Les Iles Ioniennes, après leur union au Royaume de Grece, jouiront des avantages d'une neutralité perpétuelle; et en conséquence, aucune force armée, navale ou militaire, ne pourra jamais être réunie ou stationnée sur le territoire ou dans les eaux de ces Îles, au delà du nombre strictement nécessaire pour maintenir l'ordre public, et pour assurer la perception des revenus de l'Etat. Les Hautes Parties Contractantes s'engagent à respecter le principe de neutralitié stipulé par le présent Article. Article III. Comme conséquence nécessaire de la neutralité dont les Etats Unis des Iles Ioniennes sont appelés ainsi à jouir, les fortifications construites dans l'Ile de Corfou et dans ses dépendances immédiates, étant désormaie sans objet, devront être démolies, et leur démolition s'effectuera avant la retraite des troupes employées par la Grande Bretagne à occuper ces Iles en sa qualité de Puissance Protectrice. Cette démolition se fera de la manière que Sa Majesté la Reine du Royaume Uni de la Grande Bretagne et d'Irlande jugera suffisante pour remplir les intentions des Hautes Parties Contractantes. Article IV. La réunion des Iles Ioniennes au Royaume Hellénique n'apportera aucun changement aux avantages acquis à la navigation et au commerce étrangers en vertu de Traités et de Conventions conclus par les Puissances étrangères avec le Gouvernement de Sa Majesté Britannique, en sa qualité de Protectrice des Etats Unis des Iles Ioniennes. Tous les engagements qui résultent des dites transactions, ainsi que des réglements actuellement en vigueur, seront maintenus et strictement observés comme par le passé. En conséquence il est expressément entendu que les bâtiments et le commerce étrangers dans les ports Ioniens, et, réciproquement, les bâtiments et le commérce Ioniens dans les ports étrangers, de même que la navigation entre les ports Loniens et ceux de la Grèce, continueront à étre soumis au même traitement et placés dans les mêmes conditions qu'avant la réunion des Iles Ioniennes à la Grèce. La réunion des Etats Unis des Iles Ioniennes au Royaume de Grèce n'inva lidera en rien les principes établis par la législation existante de ces Iles, en matière de liberté du culte et de tolérance religieuse; conséquemment, les droits et |
