To the State Civil Service Commission, Albany, New York:

GENTLEMEN-Pursuant to the requirements of chapter 370 of the Laws of 1899, the Municipal Civil Service Commission of the City of New York submits this report of the manner in which said law and the rules and regulations thereunder have been administered in said city.

Since January 1, 1901, there have been 170 examinations, physical and mental, in the competitive class, in which 10,430 candidates competed; 1 non-competitive examination, in which one person was examined under Rule 34, for provisional appointment for one month, upon the nomination of appointing officers, where no appropriate eligible list existed; 4 non-competitive examinations for reinstatement, in which 4 candidates were examined under the provisions of Rule 43, and 182 examinations for promotion, in which 1,362 candidates were examined, making a total of 357 examinations held and a total of 11,797 persons examined during the year.

Details of the foregoing examinations, showing the nature and results of the same, are given in tables hereto appended.

The Commission has strictly enforced the provisions of the law in respect to filling vacancies in the higher grades by promotion of those in the lower grades, wherever practicable, before resorting to the eligible list for original appointment.

Due consideration has been given by the Commission to complaints and appeals of candidates, and every effort has been made to secure justice to all.

The rules requiring competition were suspended in only one instance, namely, in the employment of a number of Inspectors of Steel Construction by the Board of Rapid Transit Railroad
