paffed in the fixth year of her prefent Majefty's reign, intituled, An act for the importation of cochineal from any ports in Spain, during the prefent war, and fix months longer, cochineal could not be imported into this kingdom, but from the places of its growth, although the fame was then, and is now fold at cheaper rates in feveral parts of Europe, and used as well in dying the faid manufactures of this kingdom abroad, as alfo foreign manufactures, at lower prizes than her Majesty's fubjects can, to the incouragement of foreign woollen manufactures, and the great prejudice of thofe of this kingdom, and impoverishment of many of her Majefty's fubječīs imployed therein, if the faid at should not be further continued, be it therefore enacted by the authority aforefaid, That the faid act made in the fixth year of her prefent Majesty's reign, intituled, An act for the importation of cochineal from any ports in Spain, during the prefent' war, and fix months longer, fhall be and is hereby made perpetual; any act or acts of parliament to the contrary notwithstanding.

IV. And whereas in an a&t made in the ninth and tenth years of the reign of the late King William, intituled, An act to settle the trade to Africa, a clause was enacted in the words following, viz. And whereas by an act of parliament made in the fifth and fixth years of the reign of his prefent Majefly, and the late Queen Mary, amongst other things, it was enacted, That no other copper than what is made of English ore only, fhould be exported, which proving very prejudicial to the trade of England, by enabling foreigners to export copper much cheaper than it can be carried from England; be it enacted by the authority aforefaid, That it shall and may be lawful to and for any of his Majefly's fubjects to export from England all fuch copper bars, as bath or shall be imported into England from foreign parts, and upon exportation fhall draw back all duties, or vacate the fecurities, faving the half of the old fubfidy, as is ufual in other commodities: which claufe being expired; and forafmuch as the copper manufacture of this kingdom is brought to fuch perfection, that there. The clause in is more made than can be expended here and in the plantations; be it the act 9 & therefore enacted by the authority aforefaid, That the faid 10 W. 3. CAP. I.

An act for granting an aid to her Majefty, to be raised by a land-tax in Great Britain, for the fervice of the year one thousand seven hundred and fourteen. EXP. 25. in the pound.

CAP. II.

An alt for allowing a drawback upon the exportation of salt, to be made use of for the curing of fish taken at North feas, or at leland.

WHEREAS, the fifbing for cod in the North feas, and at

Ifleland, gives great employment to the navigation of this kingdom, and breeds up great numbers of hardy and industrious mariners for defence of the realm, and improvement of commerce; and whereas the faid fibing trade cannot be fo effectually carried on, unless falt for curing cod taken there, may be had free of excife; for the prefervation therefore, and incouragement of the faid trade, be it enacted by the Queen's most excellent majefty, by and with the advice and confent of the lords fpiritual and temporal and commons, in this prefent parliament affembled, and by the autho rity of the fame, That the mafter of any boat or vessel bound Mafter of a on a fishing voyage to the North feas, or Ifleland, may take on veffel bound to board his faid boat or veffel, in any port of Great Britain, fuch the North feas, quantities of British falt, as he fhall judge proper and neceffary British falt on for his faid voyage, fuch mafter paying or giving fecurity to pay board, giving the duties due and payable for the fame; which money fhall be fecurity to pay repaid, or fecurity thall be discharged, in fuch manner as is the duties. herein after mentioned.

II. III. And be it enacted by the authority aforefaid, That codfith, ling or hake, which have been caught, and cured at the North feas, or at Ifleland, may be imported and landed, 'fo as oath be first made before the landing thereof, by the owner or proprietor of fuch fish, or the mafter of the veffel, before the North feas, &c. officer for the faid duties in the port or place where fuch filh and fo as the fhall be imported, brought in, or landed, (who is hereby im to the officer powered and required to adminifter the fame, without fee or of the duti.s, charge) That all the fifh fo imported came from the North feas, to have part or Ifleland, and were caught and cured there, and fo as the faid of the tail cut fish be, at the landing thereof, and before the fame be removed from the fhore, tendred to the officer of the port for the faid duties, to have part of the tail of every fuch codfish, ling or hake, cut off, that no allowance for such fish be obtained upon exportation; and the faid officer is hereby impowered and reFish landed be, quired to cut off part of the tail of all fuch fish on the importafore fo tention thereof; and in case any such fish shall be landed before the fame shall be tendred to the officer, to have part of the tail cut off, as aforefaid, all the fifh fo landed fhall be forfeited, and double the value thereof, to be recovered of the importer.or proprietor thereof,

IV. And be it enacted by the authority aforefaid, That if any of the falt fo made ufe of in curing of fish thall remain, fuch foul falt fhall be thrown over board and deftroyed, in the prefence of the officer for the falt-duties for fuch port, before the collector fhall fign his certificate.

V. And be it enacted by the authority aforefaid, That if it fhall happen, that any of the falt fo taken on board for curing of fish, shall not have been used for that purpose, it shall and may be lawful to and for the master of fuch fhip or veffel to land the faid falt, fo as an entry be made thereof within ten days after his coming into any port in Great Britain that he fhall first arrive at, and the duties paid down for the fame, be fore fuch falt, or any part thereof, fhall be landed or taken out Mafter neg of any fuch fhip or veffel: and if fuch mafter shall neglect or lecting to enter the falt, it refufe to enter fuch falt, in fuch port where he shall first arrive, and pay down the duties for the fame within the faid ten days (except in cafe of his being driven into any port, or detained there by ftrefs of weather or contrary winds, or other unavoid able neceffities) then and in fuch cafe all the falt on board fuch fhip or vessel fhall be forfeited, and double the value thereof, to be recovered of the owner or proprietor of such fish, or the mafter of the veffel, or the person commanding the fame in that voyage.

And be it enacted by the authority aforefaid, That the a certificate of master of fuch boat or veffel, upon producing to the collector the quantity of the falt-duties for the port where he imports his fifh, fuch board, &c. and certificate of the quantity of falt taken on board, and that the

And be it enacted by the authority aforesaid, That if any person or persons fhall at any time be fued or profecuted for any thing by him or them done or executed in pursuance of this, or any other of the ftatutes relating to the duties of excife upon falt, or the powers thereby given, he or they fhall or may plead General iffue. the general iffue, and give this act and the special matter in evidence for his defence; and if upon a trial, a verdict fhall pafs for the defendant or defendants, or the plaintiff or plaintiffs become nonfuit, difcontinue, or forbear profecuting the faid acDouble cofts. tions, then fuch defendant and defendants fhall have double cofts to him or them awarded, against fuch plaintiff or plaintiffs, for which cofts he fhall have remedy, as in other cafes where cofts are by law given to defendants.

CAP. III.

An act for charging and continuing the duties upon malt, mum, cyder and perry, for the fervice of the year one thousand feven hundred and fourteen; and for the encou ragement of the diftilling brandy from malted corn and cyder; and for making forth duplicates of Exchequer bills and lottery tickets, left, burnt or destroyed; and to enable the governor and company of the bank of England, and others, to lend money upon South Sea ftock.

ND whereas in and by one act of parliament made in the fifth year of the reign of Queen Elizabeth, intituled, An act containing divers orders for artificers, labourers, fervants of husbandry and apprentices, it is enacted in the words following; be it further enacted by the authority aforefaid, That after the fift day of May next coming, it shall not be lawful to any perfon or per fons, other than fuch as now do lawfully ufe or exercife any art, myf tery, or manual occupation, to fet up, occupy, use or exercife any craft, myftery or occupation, now ufed or occupied within this realm of England or Wales, except he shall have been brought up therein feven years at the leaft as an apprentice, in manner and form abovefaid, nor to fet any perfon on work in fuch mystery, art or occupa tion, being not a workman at this day, except he shall have been ap prentice, as is aforefaid, or elfe having ferved as an apprentice, as is aforefaid, fball or will become a journeyman, or hired by the year, upon pain that every perfon willingly offending or doing the contrary, fball forfeit and lofe for every default forty fillings for every month upon which aforefaid ftatute, feveral diftillers of brandy or fpirits made from British malt or cyder, ftand indicted for not having ferved feven years, as aforesaid, to the great difcouragement of the confumption of malted corn and cyder, and deftructive to her Majefly's revenue of excife; be it therefore enacted by the authority aforefaid, That any perfon or perfons fhall or may diftil brandy or fpirits made from British malt or cyder, and fuch perfon or perfons fhall not be profecuted for fo doing by virtue of the aforefaid
