Watertown

The commissioners are: James M. Dorsey, merchant, appointed October 21, 1898; Gary M. Jones, principal of high school, appointed October 21, 1898; Charles J. Bellinger, newspaper man, appointed in 1900. The commissioners serve without compensation. The secretary of the commission is J. H. O'Brien, appointed October 7, 1899; compensation $300 per annum.

Lack of competition in certain examinations was due to the small salary allowed for the position.

Usually ten days to two weeks notice is given of the time and place of receiving applications and holding competitive examinations. The papers are prepared and rated by Commissioner Jones and Secretary O'Brien. All papers are open for public inspection except the answer papers of candidates. These may be seen by the author or by his duly authorized agent.

The provisions of the law giving preference to veterans and regarding the certification of payrolls and accounts for services have been strictly complied with. All fiscal or disbursing officers of the city, or of city money, require the certificate of the commission upon all payrolls and accounts for services.

The provisions of the law regarding registration of laborers has not been strictly complied with. "Impossible in small city where employment is irregular." The commission has a complete roster of all city employees.

Morris S. MacKenzie was appointed secretary of the commis

sion January 9, 1901; salary $150 per annum.

"Notice of the time and place of receiving applications and of holding examinations are posted on the bulletin of the commission at the entrance to corporation hall at least five days in advance. The examination papers are prepared by the commissioners and are rated by them. The applications, examination papers, ratings and eligible lists are open to public inspection upon application to the commissioners or the secretary." There have been no appeals from ratings and no exceptions from examination under the provisions of section 14, paragraph 2 of the civil service law.

Commissioners: Louis F. A. Page, mechanical engineer, appointed December 15, 1900, salary $150 per annum; Theodore E. Terrell, lawyer, appointed December 15, 1900, salary $150 per aunum; Robert H. Neville, liveryman, appointed December 15, 1900, salary $150 per annum. Francis G. Gurtenbach, secretary,

appointed December 15, 1903, salary $350 per annum.

Information as to the time and place of receiving applications and holding competitive examinations is given by posting notices. on the bulletin board, and by two insertions in the daily papers from one week to ten days prior to date of examination. There have been no appeals from ratings and no exceptions from examination under the provisions of section 14, paragraph 2 of the civil service law.
