Chapter 278.

Resolve in favor of an appropriation to carry into effect the provisions of chapter fiftyeight, of the public laws of eighteen hundred and sixty-nine, in relation to the establishment of meridian lines.

Resolved, That the sum of seventy-five dollars is hereby appropriated for the purpose of carrying into effect the provisions of chapter fifty-eight of the public laws of eighteen hundred and sixty-nine.

Chapter 279.

Resolve for an amendment to the Constitution, relating to Municipal Indebtedness. Resolved, Two-thirds of both branches of the legislature concurring, that the constitution of the state shall be amended as follows:

No city or town shall hereafter create any debt or liability, which singly, or in the aggregate with previous debts or liabilities, shall exceed five per centum of the last regular valuation of said city or town; provided, however, that the adoption of this article shall not be construed as applying to any fund received in trust by said city or town, nor to any loan for the purpose of renewing existing loans or for war, or to temporary loans to be paid out of money raised by taxation, during the year in which they are made.

Chapter 280.

Resolve concerning an amendment of the Constitution of Maine, relating to electors. Resolved, That the following amendment to the constitution of this state be proposed for the action of the legal voters of this state, in the manner required by the constitution, to wit:

No person shall vote at any election in this state unless he has paid a poll tax within two years next preceding the election in which he proposes to vote, provided, said tax has been legally assessed upon him.

Chapter 281.

Resolve in favor of the Maine General Hospital.

Resolved, That the sum of forty-seven hundred and fifty dollars be, and hereby is appropriated towards defraying the expenses of the Maine general hospital, for the year ending December thirty-one, eighteen hundred and seventy-seven ; and that the sum of two hundred and fifty dollars be and hereby is appropriated for the support of a state free bed in the Maine general hospital, for one year from the passage of this resolve, for the benefit of any destitute or needy applicant from any portion of the state. And that the governor be and is hereby instructed to draw his warrant quarterly, commencing March thirty-one, for the sum of twelve hundred and fifty dollars for the above purpose.

Resolve in favor of education in the State Prison.

Resolved, That the money received for the admission of visitors to the state prison be, and the same hereby is appropriated for the purchase of school books for the use of the prisoners, to be expended under the direction of the teacher. Approved February 9, 1877.

Resolve in favor of Sprague, Owen and Nash.

Resolved, That there be paid out of the treasury to Sprague, Owen and Nash, for furnishing two hundred and fifty copies of the Daily Kennebec Journal, on order of the legislature, and for advertising in the same, notices of the legislature and of its committees, five hundred and sixty-six dollars.

Resolved, That the secretary of state be, and hereby is Town of Stockdirected to furnish the town of Stockton, as soon as convenient, one copy of the revised statutes, one copy of Virgin's digest and supplemental digest, and such copies of acts and resolves and Maine reports as are on hand and can be spared without injustice to other parties; provided, that the librarian shall not by this distribution or any other of a similar character reduce the number of duplicates below ten.

Chapter 285.

Resolve authorizing the land agent to quiet settlers on a section of land in town of

Presque Isle.

Resolved, That the land agent be, and he is hereby authorized to examine into the claims of settlers on the section of land numbered eighty-three, in the town of Presque Isle, and to convey to each all the title and interest of the State of Maine to such portion thereof as may be rightfully in his possession, if he shall deem it for the public interest so to do. Approved February 9, 1877.

Chapter 286.

Resolve relating to the investment and deposit of surplus funds in the treasury. Resolved, That the treasurer of state be and hereby is, authorized and directed to invest three hundred thousand dollars of the funds now in the treasury, in bonds of this state or of the United States, giving preference to those which can be obtained on most advantageous terms, said bonds to be pledged and kept by the state as a sinking fund, for payment of the state debt falling due in the year one thousand eight hundred and eighty; and also to deposit any further surplus funds in the treasury, not needed for current disbursements, in such bank or banks in this state, or in the

Resolve in favor of Olof Ljungren and Magnus Jeppson.

Resolved, That the land agent be, and is hereby authorized Jeppson, in favor to convey to Olof Ljungren and Magnus Jeppson, a lot of land each, on the terms and conditions contained in "an act to promote immigration and facilitate the settlement of the public lands," approved February twenty-four, eighteen hundred and seventy-one, but said lots shall be liable to taxation.
