The Speaker and Clerk of the House in which the bill originated sign the first certificate, and then the President and Clerk of the other House the second.

When a bill becomes a law because of not being returned within three days after the meeting of the next Legislature, the Executive writes on the bill the following certificate, and after signing it, hands the bill to the Secretary of the Commonwealth: EXECUTIVE CHAMBER, I Harrisburg, (date.)

Secretary of the Commonwealth:

SIR-The foregoing act of Assembly, entitled (here insert title,) was presented to me, (here insert date,) and not having been returned to the Legislature, with my objections, within three days

after their present meeting, it has become a law, agreeably to the Constitution of this Commonwealth. You are therefore hereby directed to cause it to be enrolled and published. (Signed.)

If the bill is one which requires the payment of an enrolment tax, the words, "on the payment of the enrolment tax," is added to the certificate.

Oath of Public Officers.

The oath required by the Constitution to be administered to Senators and Representatives, judi cial and State and county officers, is as follows:

"I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the United States, and the Constitution of this Commonwealth, and that I will discharge the duties of my office with fidelity; that I have not paid or contributed, or promised to pay or contribute, either directly or indirectly, any money or other valuable thing, to procure my nomination or election, (or appointment,) except for necessary and proper expenses expressly authorized by law; that I have not knowingly violated any election law of this Commonwealth, or procured it to be done by others in my behalf; that I will not knowingly receive, directly or indirectly, any money or other valuable thing for the performance or non-performance of any act or duty pertaining to my office, other than the compensation allowed by law."

The foregoing oath shall be administered by some person authorized to administer oaths, and in the case of State officers and judges of the Supreme Court, shall be filed in the office of the Secretary of the Commonwealth, and in the case of the other judicial and county officers, in the office of the pro

thonotary of the county in which the same is taken. The oath to the members of the Senate and House of Representatives shall be administered by one of the judges of the Supreme Court or of a court of common pleas learned in the law, in the hall of the House to which the members shall be elected. Counting Vote for Governor.

When the Legislature meets after an election for Governor, the Senate passes a resolution appointing a committee to confer with a similar committee of the House, to fix on the time and place of opening and publishing the returns of the election for Governor. This committee then meet and confer, and report to their respective Houses. First. That the returns shall be opened and published by the President of the Senate, in presence of the members of both Houses of the Legislature, on a day and hour named in the report, in the Hall of the House of Representatives, and that each House shall appoint a teller. Second. That when the returns are so published, a certificate of election shall be signed by the President of the Senate and the Speaker of the House of Representatives, as follows:

"We, the President of the Senate and Speaker of the House of Representatives of the Commonwealth of Pennsylvania, do certify that the President of the Senate did, on the day of one thousand

eight hundred and in the Hall of the House of Representatives, in the State Capitol, open the returns of the election for Governor of the Commonwealth and publish the same in the presence of both Houses of the Legislature, conformably to the Constitution of said Commonwealth, and that upon counting the votes by a teller appointed on the

part of each House, it appeared that

Governor of the Commonwealth.

Third. That this certificate is to be deposited in the office of the Secretary of the Commonwealth, and a duplicate, attested by the President of the Senate and Speaker of the House of Representatives, transmitted to the Governor elect.

When this report is made and adopted, the House appoints one member a teller, and information thereof is given by the Clerk to the Senate, and the same is done by the Senate, and information given to the House.

When the two Houses meet in convention, the President of the Senate takes the chair of the Speaker of the House, and after order is restored, says: "This being the day and hour agreed upon for opening and publishing the returns of the election for Governor, (held on the Tuesday next following the first Monday in November last,) the Clerk of the Senate will read over the returns from the several counties, and the tellers take down the number of votes given for each person voted for as Governor." The Clerk then proceeds to read aloud the return and the tellers to note down the number of votes, and so on until all the returns from the several counties are read over. When this is done, the result is announced by the President of the Senate,

and the certificate of election written and signed as directed to be done by the report. The committee of introduction then conduct the President and members of the Senate to their Chamber and retire. The tellers make out a report of the number of votes given for each person voted for, and this report is made to the Senate and House respectively.

The same proceeding is had for counting the vote for Lieutenant Governor, State Treasurer, Auditor General and Secretary of Internal Affairs.
