There is hereby appropriated out of any money in the state treasury belonging to the internal improvement permanent or income fund, and out of any moneys which may hereafter be credited to said fund, or either of them, and not otherwise appropriated, the sum of five thousand dollars ($5,000), or so much thereof as may be necessary, to sink an artesian well near the town of Manassa, Conejos county, Colorado. Sec. 2. The Governor, State Engineer and chairman of the board of county commissioners of Conejos county shall constitute the board of construction. Sec. 3. There is hereby appropriated out of any funds in the state treasury not otherwise appropriated the sum of two thousand five hundred dollars ($2,500) for the relief of Louis Bergonia, on account of injuries Louis Bergonia. received while being compelled to perform labor in a place of known danger, under orders of certain officials connected with the Colorado State Penitentiary. The Auditor of State is hereby authorized and directed to draw warrants in payment of the appropriation made by this act for the sum of two thousand five hundred dollars ($2,500) upon the moneys in the state treasury of the revenues of the fiscal years of 19031904 or any other fiscal year or years not otherwise appropriated.
