credit. It is true the receipt purports to be money recd. of District Paymaster Allen by my hands because it was intended at that time to liquidate the whole account in his name, but his certificate shews that the monies advanced to Mr. Yelverton were in truth advanced by me and that he Mr. Allen does not claim any credit for them. Mr. Yelvertons bond & care in your office and he has rendered vouchers for $14,527.64 of the above advance which are also in your office. Of course the enclosed vouchers with those referred to in this letter will entitle me to the credit of $15,250-and Mr. Yelverton to a credit of the vouchers rendered and on file in your office being for $14,527.64 of that advance.

Should you be of opinion that the receipt enclosed and the certificate of Mr. Allen taken together do not entitle me to the credit of $15,250 then Mr. Allens certificate will assuredly authorise a credit for $14,527.64 and Mr. Yelverton and myself shall be obliged to adjust the difference of ($722.36) between us. In that case I shall be entitled to a return of Mr. Yelvertons receipt. But I consider myself entitled upon these vouchers to the full credit of $15,250—and am very confident that you will be of the same opinion.

A CASE OF INSUBORDINATION.

New York, August 2, 1814.

Dr. Sir: In answer to my letter enclosing the papers of Genl. Hall & others relative to the inspection & pay of the Regiment of Militia in the service of the United States on the Niagara

frontier last winter, the Secretary of War informs me that an officer (capt'n Rogers of the 24th Infantry) was ordered to muster them, & that they refused to be mustered or inspected & menaced the officer, if he attempted it.

Under these circumstances I beg leave to refer you to Maj'r. Genl. Hall for an explanation of so extraordinary an instance of impropriety & insubordination in his troops. A copy of the Secretary's answer is enclosed.

ORDERED TO NEW YORK.

New York, August 2, 1814.

Sir: If it be your desire to have one or two hundred Riflemen as part of the Detachment of 3000 men mentioned in your requisition of 28th July, I will thank you to send me in the course of this morning a communication conforming to that desire, & I will endeavour to have it promptly complied with.

Permit me to enquire at the same time whether tents & other camp accommodations for the detachment are in readiness in case I should send troops to New York immediately & if not by what day they will be ready? & also to whom the Militia officers are to apply for means & transportation & the contingent expenses incident to the conveyance of troops by water from the Middle district to New York.

TO COLONEL R. PLATT ORDNANCE SUPPLIES ORDERED TO THE NEW

YORK ARSENAL.

New York, August 3, 1814.

Sir: Please to prepare as speedily as possible three hundred thousand musket cartridges & thirty rounds of each description of fixed ammunition for all the eighteen pounders twelves, nines, sixes, & threes belonging to the State. Such materials for the above purpose as may be wanting in the Arsenal, you are hereby authorized to procure upon the most economical terms practicable.

TO COLONEL PLATT-FINANCIAL AND ORDNANCE SUPPLIES.

New York, August 3, 1814.

Sir: In answer to your letter covering one from Mr. Dering of Sagg Harbour I make the following remarks.

1st. Pay Mr. Dering's account & advance him one hundred dollars on new account.

2nd. Request Mr. Dering to require Lieut. Baley to account for dollars advanced to him by me at New York & for which he was to account with Mr. Dering at Sagg Harbour & to account for the tents received by him & for the ammunition &c. received of you at New York before he be discharged. The commanding officer will undoubtedly require of him this before discharge at Mr. Dering's request.

3rd. Direct Mr. Dering to have the 106 lbs of leaden balls, saved by him, made up into musket cartridges again. Send him powder for that purpose & instructions as to the quantity &c. to be used in each cartridge.

4th. I did not give Lt. Bailey the authority & assurance mentioned in Mr. Dering's letter. Mr. Dering must not deliver out State property to United States troops or Sea Fencibles, but to the Militia only.

Sir: Please to send without delay to Capt'n. Timothy Conklin of the company of Exempts at Huntington, One thousand musket cartridges, two dozen four pound balls, two dozen three pound balls, twelve rounds of fixed ammunition for each & four quarter casks of cannon powder.

Sir: You will please omit making the whole number of cartridges mentioned in my order of yesterday, & instead thereof increase our present stock to one hundred & fifty thousand cartridges. You will likewise provide one thousand cartridge boxes in addition to the 100 of mix's patent cartridge boxes & a colour or flag for the Staff of the protecting work of the State fortifications at the narrows.

TO GENERAL LEWIS-CONCENTRATING ORDNANCE SUPPLIES FOR THE

DEFENCE OF NEW YORK.

New York, August 5, 1814.

Sir: I took the liberty of visiting the Arsenal on the Jersey shore last evening & found the following articles of great importance to the defence of this City,

6 travelling forges with harnes complete; 6 Caissons for Horse Artillery, Ditto;

2 fine Ammunition Waggons,

Ditto;

1 Travelling carriage for 18 pounder;

6 boxes furnace tools.

The keys of the store are at Major Fairlie's in Cortlandt Street. His Brother in Law Wm. Yates has the care of the Store & is temporarily absent with leave. Will you permit me to suggest the propriety of having the above essential articles placed in a situation to be immediately useful upon an attack of this city.

TO GENERAL HOPKINS-ORDERING HIS BRIGADE FOR THE DEFENCE OF

NEW YORK.

New Burgh, Sunday night, Augt. 7, 1814.

Dr. Sir: Be pleased to order the detachment of Infantry of your Brigade & the companies of Infantry & Riflemen to rendez vous at New Burgh or some other proper place, on Thursday the 18th day of August Inst. at ten O'Clock in the forenoon, to repair to New York for the defence of that frontier. Every Light Infantry or Rifleman must be completely uniformed, & they as well as the infantry must appear equipped with a musket, or rifle, cartridge box or pouch, knapsack, blanket, canteen
