Opened by Mr. G. R. Lewis, chairman of Executive Committee, St. Mark's Boys' Club, with a paper on "Boys' Clubs," who was followed by Mr. G. R. Folds of the same committee, giving details of the work of St. Mark's Club. The discussion was continued by Miss Grace Johnston, Rev. E. P. Savage and A. Smith, Judge Willis, J. M. Hanson and Hon. W. L. Wilson. Mr. D. T. Wellington described the work of the St. Paul Newsboys' Club. Mr. Thomas Smith of St. Paul described the Boys' Brigade, and Rev. D. Morgan of the St. Paul Bethel emphasized the valuable effect of the Brigade.

Concerning Inmates: (1) Special Obstacles to the Primary Object of the Institution; (2) Employment; (3) Financial Compensation of Inmates; (4) Guardianship by State and Its Limitations; (5) Educational Methods; (6) Medical Methods; (7) Relations Between Inmates and Their Friends; (8) Etiological Data and Its Usefulness.

B. Concerning Employes: (1) Selection and Training; (2) Accommodations for; (3) Rules Governing; (4) Relief and Recreation for; (5) Tools and Apparatus for; (6) Limitations. The topics were discussed informally by Dr. Tomlinson, Dr. Kilbourne, Supt. J. J. Dow, Hon. C. Amundson and Rev. S. G. Smith, D. D. Section II did not meet.

SECTION III.—DEPENDENT CHILDREN.

Rev. H. P. Nichols, chairman. About seventy-five present. Discussion on the "Institutional vs. the Family Training of Dependent Children—The Proper Supervision of Children in Homes.” Opened by Supt. G. A. Merrill of Owatonna, mainly in advocacy of the institutional method. Rev. E. P. Savage of the Children's Home Society, presented the family method, followed by Mrs. Hamilton Rich and Mr. Albee Smith of the same society. Mrs. G. H. Christian presented the method of the Children's Home, Minneapolis, which avails itself of both ideas. There was further animated discussion by Rev. S. G. Smith, D. D., and others.

SECTION IV.-CITY CHARITIES.

Topic: "Friendly Visiting."

1. "Friendly Visiting vs. District Visiting;" Mrs. J. H. Arnell, Minneapolis. 2. "How Can Friendly Visitors Best be Obtained?" 3. "Do Men Make Equally as Good Friendly Visitors with Women?" Mr. Powell spoke on this topic, indicating that women

made the best visitors. 4. "What Constitutes a Successful Conference of Friendly Visitors?" 5. "Should Friendly Visitors Ordinarily Investigate Other Families than those Assigned to Them?"

The topics in this section were discussed by Secretary J. F. Jackson, St. Paul; J. M. Hanson, St. Paul; Rev. David Tice, Mrs. Goodman and others.

FRIDAY EVENING.

Prayer was offered by Dr. M. D. Shutter.

Papers were read as follows:

(1) "Assistance by Loans vs. Chattel Mortgage Loans," by John Blanchard, editor Minneapolis "Times."

(2) "Friendly Visiting-The True Charity," by Mrs. A. K. Norton. An address on "Tramps-Their Character and Customs," was delivered by Rev. M. D. Shutter, D. D.

Closing addresses were made by Bishop McGolrick and H. H.

Hart.

Officers of the Conference of 1895 were elected as follows: President, Hon. R. A. Mott of Rice county; Vice Presidents, Bishop James McGolrick of St. Louis county and H. M. Palm of Nobles county; Enrolling Secretary, G. G. Cowie of Ramsey county.

The Committee on Organization of the Conference of 1895 made the following report, which was unanimously adopted:

Your committee respectfully recommends that the general plan of the Conference of 1895 be similar to that of 1894. We recommend the following named chairmen of the several committees: 1. Executive Committee-The President of the Conference. 2. Administration of State Institutions-Dr. W. A. Jones of Minneapolis.

3. Dependent Children-Mrs. Geo. B. Young, St. Paul. 4. Juvenile Reformatories-Bishop James McGolrick. 5. City Charities-Rev. J. P. Egbert, D. D., St. Paul.

6. Public Care of the Poor-Anson Pierce, Lake City.

7. Adult Reformatories and Prisons, Jails and Lockups-Hon. D. E. Myers, St. Cloud.

8. Insane and Feeble-Minded-Dr. Geo. O. Welch, Fergus Falls.

Your committee recommends that the Executive Committee be authorized to appoint the remaining members of these committees, and to decide what sections shall be organized, after consultation with the several chairmen.
