PREFACE.

The sixth Minnesota Conference of Charities and Correction was held at St. Cloud Nov. 3-5, 1897. Dr. T. C. Clark of Stillwater presided.

Eighty delegates were present from points outside of St. Cloud, including five delegates from neighboring states-Miss Julia C. Lathrop, member Board of Public Charities, Chicago; Mr. James E. Heg, president State Board of Control, Wisconsin; Mrs. S. P. Sargent, of Moselle, N. D.; Mr. John Charles, architect, Menomonie, Wis.; Mrs. R. Howard Kelley, of Chicago.

The meetings were held in Unity Church, which was handsomely decorated for the occasion.

On Wednesday evening the Conference was entertained at the state reformatory.

This conference was fully up to its predecessors in interest and importance. In order to afford opportunity for discussion, only thirteen papers were read at the meeting as against twenty-six at the preceding meeting. The papers presented were of unusual value-notably that of Hon. James E. Heg, on "How Wisconsin Cares for the Chronic Insane;" also, Supt. W. H. Holton's address on "The Reformatory System;" Hon. M. J. Dowling's address on "The Tramp Problem," and Dr. A. J. Gillett's paper on "Crippled Children."

The discussions were of great value and interest. They are reported in full in connection with the papers discussed.

Supt. G. A. Merrill, of Owatonna, was elected president, and Mr. H. M. Palm, of Worthington, secretary of the conference of of 1898, which will be held in the city of Stillwater in November, 1898.
