96 SEVENTH STATE CONFERENCE OF CHARITIES. MORNING SESSION-THURSDAY, NOV. 17, 1898. The conference was called to order at 9 a. m., in the parlors of the Presbyterian church. Prayer was offered by Rev. J. J. Kennedy, after which Secretary Jackson read a paper, by Gov. J. B. Wakefield, on "County Care for the Chronic Insane." In the discussion which followed the reading of this paper Hon. John H. Rich of Red Wing and Dr. Tomlinson of St. Peter presented their respective views for and against the Wisconsin system. Dr. Mary Whetstone of Minneapolis, by permission of the Executive Committee, addressed the meeting on the need of a more humane method of handling the insane before commitment, and in that connection earnestly advocated the establishment of detention hospitals. Dr. H. A. Tomlinson of St. Peter then read a paper on "Why Should the Admission of a Patient to a Hospital for Insane Involve Criminal Procedure?" This paper called forth much and earnest discussion, in the course of which remarks were made by C. E. Faulkner, W. A. Gates, Warden Wolfer, Dr. Clark and a number of others. After the discussion Dr. Tomlinson answered a number of questions, relating to his proposed plan, put to him by persons in the audience. Prof. J. N. Tate of Faribault read a paper upon "Public Day Schools for the Deaf." The Committee on Resolutions here reported through Mr. James F. Jackson. The thanks of the conference were extended to the county commissioners of Washington county for having adjourned their meeting to attend the conference. It was moved, and carried, that the Committee on Resolutions be given further time to prepare suitable resolutions expressing the obligations of the conference to the people of Stillwater and the managers of the state prison for their courtesy and hospitality. Senator Stockwell of Minneapolis introduced an interesting discussion upon the papers of both Dr. Tomlinson and Mr. Tate, in which he took occasion to commend the methods used in this state for teaching the deaf. With reference to Dr. Tomlinson's, he recommended that the conference summarize the principal points of the paper and the advantages to come from the plan proposed, and forward them to each of the members of the legislature, in order that they may inform themselves on the subject. Mr. B. A. Davis read a paper upon "How to Relieve the Monotony of Institutional Life," after which the president declared the conference adjourned, to meet at Duluth in August, 1899, the particular date to be set by the Executive Committee.
