PREFACE.

The Fifteenth State Conference of Charities and Correction was by all odds the largest and best Conference yet held. The President in opening

the Sunday evening meeting said: "In the history of the organization we never before met in a presence equal to this, nor under such favorable circumstances. We congratulate ourselves upon it and we thank those who are responsible for it."

Beside the general growth due to the increased interest which time brings in the work of the Conference, there were two special reasons for the exceptional success of this meeting, the plan of having a Sunday included in the date and the presence of the President and General Secretary of the National Conference of Charities and Correction. The fact that the National Conference would be held in Minneapolis in June brought the National officers, and several other people interested, from outside the state, came in response to the invitation of Governor Johnson.

It is probable too that the local interest was better aroused than on any previous occasion. The kindness of the pastors in inviting workers in the Conference to speak in the churches Sunday morning had much to do in interesting the people of Red Wing.

The lateness of the publication of the report is due chiefly to the failure of the stenographic reporter to write up his notes according to agreement. In preparing the matter for the printer it has been necessary to presume upon the good will of the workers who presented papers, or took part in the discussions. The Conference, extending over a longer period than usual, brought forth a quantity of matter so great that we did not have sufficient funds at our disposal to pay for printing all of it. So substantially every article had to be cut more or less. This will not be necessary again, however, as we have been successful in securing a larger appropriation.

The papers and addresses were of the highest order of excellence. The program presented by the County Officials' Section was much more complete than formerly, and the number of County Commissioners in attendance was large.
