Governor to

AN Act. to provide for the Erection of a Wing on the North-Western side of the Building in which the Sittings of the Legislature are now held. [31st March, 1831.]

MOST GRACIOUS SOVEREIGN,

WHEREAS the inconvenience arising from the want of sufficient accommoda

tion and of a sufficient number of apartments in the building in which the Sittings of the Legislature are now held, has been long and severely felt; and whereas it is expedient to provide means of obviating the said inconvenience :-May it therefore please Your Majesty that it may be enacted, and be it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legislative Council and Assembly of the Province of Lower-Canada, constituted and assembled by virtue of and under appoint Com- the authority of an Act passed in the Parliament of Great Britain, intituled, "An "Act to repeal certain parts of an Act passed in the fourteenth year of His Majesty's Reign, intituled,' An Act for making more effectual provision for the Government "of the Province of Quebec, in North-America,' and to make further provision for "the Government of the said Province;" And it is hereby enacted by the authority of the same, that it shall be lawful for the Governor, Lieutenant Governor, or person administering the Government, to appoint three persons to be Commissioners for the purpose of carrying this Act into effect, and to remove the said Commissioners or any of them, and appoint others in their stead whenever need shall be.

II. And be it further enacted by the authority aforesaid, that it shall be the duty of the said Commissioners so soon as may be after their appointment, to cause a Wing to be erected on the North-Western side of the Building in which the Sittings of the Legislature are now held, according to the plan made and submitted to the Legislature by Mr. Thomas Baillairgé, of Quebec, Architect; and the said Commissioners shall cause the said Wing to be erected, and all the work in the interior thereof, and all the work therewith connected, to be done by contract or otherwise, as shall to them, with the consent and approval of the Governor, Lieutenant Governor, or person administering the Government, appear most desirable and expedi

'U qu'il résulte des inconvéniens par manque d'un nombre d'appartemens convenables et suffisans dans le bâtiment où se tiennent maintenant les Séances de la Législature, lesquels inconvéniens sont depuis long-tems et fortement sentis, et vu qu'il est expédient de pourvoir aux moyens d'obvier aux dits inconvéniens-Qu'il plaise donc à Votre Majesté qu'il puisse être statué, et qu'il soit statué par la Très-Excellente Majesté du Roi, par et de l'avis et consentement du Conseil Législatif et de l'Assemblée de la Province du Bas-Canada, constitués et assemblés en vertu et sous l'autorité d'un Acte passé dans le Parlement de la Grande-Bretagne, intitulé, "Acte qui rappelle certaines parties d'un Acte passé dans la quatorzième année du Règne de Sa Majesté, intitulé, "Acte qui pourvoit plus efficacement pour le Gouvernement de la Province de Québec, dans l'Amérique Septentrionale" et qui pourvoit plus amplement pour le Gouverne"ment de la dite Province;" Et il est par le présent statué par la dite autorité, qu'il sera l-oisible au Gouverneur, Lieutenant-Gouverneur ou à la Personne ayant l'Administration du Gouvernement, de nommer trois personnes pour être Commissaires afin de mettre cet Acte à exécution, et de destituer les dits Commissaires ou aucun d'entr'eux, et d'en nommer d'autres en leur place, toutes les fois que besoin

II. Et qu'il soit de plus statué par l'autorité susdite, qu'il sera du devoir des dits Commissaires, aussitôt que faire se pourra, après leur nomination, de faire bâtir une aile du côté nord ouest du bâtiment où se tiennent maintenant les Séances de la Législature, selon le plan fait et soumis à la Législature par Monsieur Thomas Baillargé, de Québec, Architecte, et les dits Commissaires feront bâtir la dite aile et faire tous les ouvrages de l'intérieur d'icelle, ainsi que tous les ouvrages liés avec icelle par contrat ou autrement, selon que la chose leur paroîtra le plus convenable et le plus expédient, avec l'approbation et consentement du Gouverneur, Lieutenant-Gouverneur ou de la Personne Administrant le Gouvernement.

and out of any unappropriated Monies in the hands of the Receiver General, such sum or sums of Money not exceeding in the whole the sum of nine thousand pounds currency, as shall be necessary for carrying this Act into effect.

IV. And be it further enacted by the authority aforesaid, that there shall be allowed to the Commissioners by whom and under whose superintendence this Act shall have been carried into effect, and the said work performed, such sum as shall be sufficient to defray the expences of managing, conducting, and superintending the same in the manner hereby required, which sum shall be ascertained by an account rendered in writing and sworn to by such Commissioners or one of them, before any one of His Majesty's Justices of the Peace, and such Justice is hereby required and empowered to administer the necessary oath ;-Provided always, that such sum shall in no case exceed the sum of three per cent on the sum so expended, under the management, conduct, and superintendence of the said Commissioners.

V. And be it further enacted by the authority aforesaid, that the said Commisthe Legisia- sioners shall annually during the time they shall act as such, lay before the three Branches of the Legislature, within fifteen days after the opening of each Session of the Provincial Parliament, a detailed report of their proceedings as such Commissioners, and an account of the Monies advanced to them and by them disbursed, under the authority of this Act.

VI. And be it further enacted by the authority aforesaid, that the due application of the Monies hereby appropriated shall be accounted for to His Majesty, His Heirs and Successors, through the Lords Commissioners of His Majesty's Treasury for the time being, in such manner and form as His Majesty, His Heirs and Successors shall direct.

An Act to appropriate certain sums of money therein-mentioned for the relief of the Indigent Sick and the support of Foundlings and Insane Persons.

HEREAS it is expedient to appropriate certain sums of money for the purposes and towards the support of the Establishments hereinafter-mentioned: May it therefore please Your Majesty that it may be enacted, and be it enacted by

IV. Et qu'il soit de plus statué par l'autorité susdite, qu'il sera alloué aux Commissaires par lesquels et sur la surveillance desquels cet Acte aura été mis à exécution et les dits ouvrages auront été faits, telle somme suffisante pour défrayer les dépenses de la régie, conduite, et surveillance d'iceux de la manière prescrite par cet Acte qui sera constatée par un compte rendu par écrit et assermenté par les dits Commissaires, ou par un d'entr'eux devant un des Juges de Paix de Sa Majesté, et tel Juge de Paix est par le présent autorisé et requis d'administrer le serment nécessaire. Pourvu toujours, que dans aucun cas, telle somme n'excédera Proviso. pas en totalité trois par cent sur la somme ainsi dépensée, sous la régie, conduite et surveillance des dits Commissaires.

Et qu'il soit de plus statué par l'autorité susdite, que les dits Commissaires mettront annuellement pendant tout le tems qu'ils agiront en cette capacité, devant faires feront les trois Branches de la Législature, sous quinze jours après l'ouverture de chaque leurs procédés Session du Parlement Provincial, un rapport détaillé de leurs procédés comme tels ture. et un compte des deniers à eux avancés, et par eux dépensés sous l'autorité de cet Acte.

VI. Et qu'il soit de plus statué par l'autorité susdite, qu'il sera rendu compte de la due application des deniers par le présent affectés à Sa Majesté, Ses Héritiers et Successeurs par la voie des Lords Commissaires de la Trésorerie de Sa Majesté pour le tems d'alors, en telles manière et forme que Sa Majesté, Ses Héritiers et Successeurs l'ordonneront.

the King's Most Excellent Majesty, by and with the advice and consent of the Legislative Council and Assembly of the Province of Lower-Canada, constituted and assembled by virtue of and under the authority of an Act passed in the Parliament of Great Britain, intituled, "An Act to repeal certain parts of an Act passed in the fourteenth year of His Majesty's Reign, intituled, ' An Act for making "more effectual provision for the Government of the Province of Quebec, in NorthAmerica,' and to make further provision for the Government of the said Province;" And it is hereby enacted by the authority of the same, that it shall Certain sums be lawful for the Governor, Lieutenant Governor, or person administering the granted for the Government, to advance and pay from time to time, in the course of the present year, by warrant under his hand, out of any unappropriated Monies in the hands of the Receiver General, the following sums for the several purposes hereinafter particularly mentioned and specified ;-that is to say: Firstly, a sum not exceeding six hundred pounds currency, to be advanced to the Corporation of the Montreal General Hospital towards defraying the expences of that Institution during the present year.—Secondly, a sum not exceeding six hundred pounds currency, for the support of Foundlings in the General Hospital of the Grey Nuns at Montreal.— Thirdly, a sum not exceeding two hundred and twenty pounds currency, for the support of Insane Persons in the said General Hospital of the Grey Nuns at Montreal.-Fourthly, a sum not exceeding fifty pounds currency, for the support of Insane Persons in the Cells of the Ursuline Convent at Three-Rivers.-Fifthly, a sum not exceeding fifty pounds currency, for the support of Indigent Sick Persons under the care of the Religious Ladies of said Ursuline Convent at Three-Rivers.-Sixthly, a sum not exceeding one hundred pounds currency, for the support of Foundlings under the care of the said Religious Ladies of the Ursuline Convent Three-Rivers.-Seventhly, a sum not exceeding two hundred pounds currency, for the support of Indigent Sick Persons in the Hotel-Dieu, at Quebec.-Eightlly, a sum not exceeding five hundred and eighty pounds currency, for the support of Foundlings at Quebec.-Ninthly, a sum not exceeding five hundred and eleven pounds currency, for the support of Insane Persons and Invalids in the General Hospital at Quebec.-Tenthly, a sum not exceeding six hundred and fifty-eight pounds, six shillings and eight-pence currency, for the support of Insane Persons in the Cells of the General Hospital at Quebec.

II. And be it further enacted by the authority aforesaid, that every person to whom shall be entrusted the expenditure of any portion of the Monies hereby appropriated, shall make up detailed accounts of such expenditure showing the sum advanced to the accountant, the sum actually expended, the balance (if any) remaining in his hands, and the amount of the Monies hereby appropriated to the purpose for which such advance shall have been made, remaining unexpended in the hands of the Receiver General; and that every such account shall be supported by Vouchers therein distinctly referred to by numbers corresponding to the numbering of the Items in such account, and shall be made up to and closed on the tenth day of
