The account of the State debts, in particular, is full, and may be depended upon ; that of the several kinds of property owned by the States of course is more defective, - for the State archives seldom afford complete materials for accurate accounts of this sort, and the property is sometimes estimated at a nominal valuation, which is much above its market value.
