74. Any additional copies of documents, laws, journals or reports that may be ordered to be bound, in any manner, style or quality, shall be so bound by said contractor or contractors, and shall be paid for at the rates fixed in the schedule tional copies. annexed to this act for such binding, and when extras are ordered to be covered with printed covers of colored paper, or bound in cloth of any description, the contractor or contractors shall be paid for the same at the rates fixed for such work in said schedule: Provided, That no binding shall be executed by the said contractor or contractors, to be paid for by the state, for any member of either house, or any officer thereof, unless the same shall be ordered by joint resolution. 75. All composition shall be computed by the measurement of the number of ems, excepting the legislative bills, blanks and all miscellaneous work. The said contractor or contractors shall print the blanks, circulars and miscellaneous printing Computation of for all the officers of the commonwealth at the rates fixed in the schedule annexed work, &c. to this act: Provided, That the contractor or contractors shall in no case be required to furnish any paper for blanks and circulars, envelopes, cards, parchment, et cetera, excepting such as is especially included in this act. The press-work shall be done in the best manner, satisfactory to said superintendent, and two hundred and fifty impressions, of sixteen pages each, shall be counted as a token; and the composition, press-work, folding, stitching and delivering the bills of the two houses shall be paid for at the rates fixed in said schedule.

76. The auditor-general shall draw his warrant on the state treasurer in favor
of the said contractor or contractors for the amount due him or them for printing,
folding, stitching, cutting, binding and delivering, his or their accounts having be made.

No composition shall be leaded, unless the same is actually required, which said leading shall be directed by the superintendent of public printing and binding, nor shall any composition, upon any pretence whatever, be fixed at other rates than those herein prescribed, nor shall any composition be allowed the second time upon any report, document or publication, unless the work shall have been actually per formed, of which an affidavit of the public printer or printers shall be furnished to the superintendent of public printing and binding, who shall file the same with the account.

For the translation of English matter, required to be printed in the German or any other language, per one thousand ems, sixty cents; and no charge shall be allowed for figures, or matter not actually translated.

For titles to messages, books, documents, reports or other publications per one hundred copies, including composition, press-work and tipping on, fifty cents. There shall be no allowance for correcting forms in any case, except where alteration shall have been made in the original copy; in which case, there shall be allowed for every hour of time occupied in making such correction, fifty cents.

The commonwealth to furnish all paper, envelopes, parchment, cards and so forth, excepting the paper in blank-books and other materials required for any binding, which said material is included in the schedule price for binding. All materials to be of the best quality, and the printing and binding and all other work to be first class, and kept up to the standard of the times.

79. Every library, literary and scientific association and historical society incorporated under the laws of this commonwealth, and owning a library of two thousand or more volumes, shall be entitled to receive one well-bound volume of each of the executive and legislative documents hereafter published, and such other publications as are authorized by law to be printed by the state printer.

80. Each of the said incorporated associations and societies, in order to avail itself of the benefits of this act, shall certify under its seal, or, if it has no seal, under the hands of its proper officers, that it comes within the requirements of section one, of this act, which certificate shall be filed with the superintendent of public printing, who shall enter in a book to be kept for that purpose the name and address of the association or society so certifying, and shall, as soon as practicable, forward to said associations and societies the executive and legislative documents and other publications aforesaid: Provided, It shall be the privilege of the state to recall any or all of the said volumes in the event of the loss of their own files by fire or other casualty: Provided further, That the provisions of this act shall not be construed as authorizing the state printer to issue more volumes of said documents than are now, or may hereafter be provided for, by law.

81. It shall be the duty of the person or persons, to whom the contract for the forwarding and distribution of the journals, department reports and other printed Documents to be matter, for the use of the senators, representatives and all others, under the provisions of the act to which this is a supplement, to forward the same by express to the office nearest to the residence of the person entitled to receive it, with the express and other charges paid.
