borrow money for the purposes herein before specified, unless the question of making such loan shall first be submitted to and authorized by the qualified electors of said village, at some annual or special election called for that purpose, in the same manner as other special elections are called under this act; but before any such loan of money shall be authorized by a vote of the electors of said village, written or printed notices shall be posted by the clerk in at least five of the most public places in said village, for a period of not less than ten days before such election, specifying the object or objects for which money is proposed to be borrowed. The board of trustees may by ordinance or resolution provide the manner of voting upon any question of borrowing money: Provided further, That not more than one per cent upon the assessed value of the taxable property of said village shall ever be levied or collected in any one year as a special tax for the purpose of paying any such bonds or liquidating any such indebtedness, or for any or all other purposes whatsoever.

Sec. 2. All moneys received from fines or penalties, colreceived for lected for violation of any penal law shall be paid to the treasurer of the county of Shiawassee; and all fines collected for violation of any of the ordinances or by-laws of said village shall be paid over to the treasurer of said village, and be applied to meet the general expenses of said village.

ARTICLE XXVII.

OF THE SHIAWASSEE COUNTY JAIL.

SECTION 1. The corporation shall be allowed the use of the common jail of the county of Shiawassee, for the imprisonment of any person liable to imprisonment under the provisions of this act or of any by-law, rule, regulation, or ordinance passed by virtue thereof; and all persons so committed to said jail shall be under the charge of the sheriff, as in other cases.

AN ACT to amend section three, of title one, section six, of title two, sections two, nine, sixteen, and twenty-one, of title three, section seven, of title four, section eleven, of title five, and section seventeen, of title six, of an act entitled "An act to revise the charter of the city of Lansing," approved February third, eighteen hundred and sixty-nine SECTION 1. TITLE I.

SECTION 1. The said city shall be divided into five wards, as follows: The first ward shall consist of all that part of said city north of the center line of Sheridan street, continued to the east line of the city limits and the north line of lots seven and eight, block eighteen, lots fourteen and fifteen, block twenty-one, and lot six, block twenty-three, to Grand river, and east and north of Grand river; the second ward shall consist of all that part of said city south of the centre line of Shiawassee street, continued to the western line of the city, to the centre line of Washtenaw street so continued, and west of Grand river; the third ward shall consist of all that part of said city lying south of the center line of Washtenaw street, and west of Grand and Cedar rivers, to the center of Cedar street bridge, and west of the center line of Cedar street continued from said Cedar street bridge to the south line of said city; the fourth ward shall consist of all that part of said city north of the second ward, west and south of Grand river; the fifth ward shall consist of all that part of said city lying south of the first ward, and east of the second, third, and fourth wards.

TITLE II.

SECTION 6. At each annual election hereafter to be held in said city, there shall be elected on a city ticket one mayor, one clerk, and one treasurer, who shall hold their offices for one year; and in each ward there shall be elected on a ward ticket one alderman and one member of the board of educa tion, who shall hold their office for two years, and one constable who shall hold his office for one year; also at the annual election held in the fifth ward for the year eighteen hundred and seventy-one, there shall be elected on the ward ticket one alderman, who shall hold his office for one year, and one member of the board of education, who shall hold his office for one year; and at each fourth annual election

A majority of the common council shall be a common quorum for the transaction of business, but no tax or assessment shall be ordered except by a two-thirds vote of all the members of said common council elect; nor shall any appointment of any officer under this act be made except by a majority vote of all the members of said council elect; and the common council shall prescribe the rule for its proceedings.

tion or business the sum of two dollars, to be recovered by action of debt, in the name of the city of Lansing, before any justice of the peace of said city, together with costs of prosecution; or any such person may be punished by fine and imprisonment, as the common council shall prescribe by ordinance regulating the amounts to be paid for such licenses, and the penalty to be imposed for violations of this act.

Sec. 16. Where, by the provisions of this act, the common be ordained council have authority to pass ordinances on any subject, they may prescribe a penalty, not exceeding one hundred dollars (unless the imposition of a greater penalty be herein otherwise provided) for a violation thereof, and may provide that the offender, on failing to pay the penalty imposed, shall be imprisoned in the city penitentiary for a term not to exceed Prisoners ninety days; and during the term of such imprisonment male at labor on persons so imprisoned may be kept at hard labor on the public grounds, streets, roads, sewers, drains, bridges, or other property of the city, under such regulations as the common council may by ordinance prescribe; or such penalties may be sued for and recovered with costs in the name of the city of Lansing.

Sec. 21. The said statement shall be signed by the mayor and clerk, and filed with the papers of the city.

TITLE IV.

SECTION 7. The clerk shall publish at least once a week [one week] in a newspaper printed in the city, all the ordinances. of the common council for the violation of which any penalty may be imposed. He shall also perform such other duties as this act shall direct, or which may be directed by ordinance of the common council.
