Sec. 20. Sec. 51. The marshal of said city shall, before entering upon Marshal to the discharge of the duties of his office, give such security for the faithful performance of his duties as the common council shall direct and require. He shall be chief of police, and by His powers virtue of his office shall have all the powers conferred upon, and perform the duties required of constables elected under the general laws of this State, and shall take and subscribe the same official oath, and give the like security, required of such constables; and it shall be his duty to serve all process that may be lawfully delivered to him for service; to see that all by-laws and ordinances of the common council are promptly and efficiently enforced, and especially those which may be passed to carry into effect the powers granted by section ten of this act. He shall obey all lawful orders of the mayor, and may command the aid and assistance of all constables and all other persons in the discharge of the duties imposed upon him by law. He May appoint may appoint such number of deputies as the common council shall direct and approve, who shall have the same powers and perform the same duties as the marshal, except the power to serve civil process, and for whose official acts he shall be in all respects responsible; and the marshal and his deputies shall have the same powers to serve and execute all process in behalf of the corporation of said city, or of the people of this State, for offenses committed within said city, as sheriffs and constables have, by law, to execute similar process.

Sec. 2. This act shall take immediate effect.

AN ACT to incorporate the village of Brighton, in the county of Livingston, and State of Michigan, and to define the boundaries thereof, and to repeal act number three hundred, of session laws of eighteen hundred and sixty-seven. SECTION 1. The People of the State of Michigan enact, That all of that district of country in the county of Livingston, in the State of Michigan, described as follows, to wit: Commencing at the southwest corner of the township of Brighton aforesaid, thence running north along the west line of said township to the quarter-post of section thirty in said township, thence east through the centre of said section thirty to the quarter-post on the east line of said section thirty; thence south on said section line, and the east line of section thirtyone, to the south line of the township of Brighton aforesaid; thence west to the place of beginning, embracing within said boundaries section thirty-one, and the south half of section thirty, in township two north, of range six east, is hereby constituted and declared a body corporate, under the name and title of the village of Brighton, in the county of Livingston. Sec. 2. It shall and may be lawful for the legal voters of the territory above limited and described to meet at the justice office of Herman C. Hause, Esq., in said village of Brighton, on Tuesday, the seventh day of March, in the year of our Lord one thousand eight hundred and seventy-one, at ten o'clock in the forenoon, and on the first Tuesday in March annually thereafter, at such place in said village as the common council thereof may appoint for that purpose: Provided, That the neglect to hold such election at the time herein before at specified named shall not be deemed to work a dissolution of said corporation, but in such case it shall and may be lawful to hold such election at any time thereafter, pursuant to public notice, which may be given by ten qualified electors of said village by posting the same, containing a designation of the time and

Sec. 4. At the first election to be held in said village under Inspectors of this act, there shall be chosen by the qualified electors there present, from among their number, viva voce, two judges and one clerk of said election, who together shall constitute the board of inspectors thereof, each of whom shall before entering upon his office take an oath before some person authorized to administer oaths, that he will faithfully and impartially discharge the duties thereof. Upon the completion of such election. canvass, the board of inspectors present at such election shall make and file a certificate thereof in the office of the clerk of said village, within twenty-four hours after the close of said canvass, which certificate shall give the whole number of votes cast for such office, for whom they were given, and the name of the person declared elected to each, either by lot or a plurality of votes.

Sec. 6. It shall be the duty of the clerk of said village to give ten days public notice in writing, in three public places in said village, of the time and place of holding all elections, both annual and special, in said village, and no person shall be permitted to vote at any such election unless he is possessed of all of the qualifications of an elector under the constitution of this State, and shall have been a resident of said village for ten days next immediately preceding the day of such election.
