AN ACT to amend section fifteen, of act number three hundred and seventy, of the session laws of eighteen hundred and sixty-nine, entitled "An act to incorporate the village of Leslie."

SECTION 1. The People of the State of Michigan enact, That section section fifteen, of act number three hundred and seventy, of the session laws of eighteen hundred and sixty-nine, entitled "An act to incorporate the village of Leslie," approved March thirty, eighteen hundred and sixty-nine, be and the same is hereby so amended as to read as follows:

Sec. 15. The inhabitants of said village shall be liable to the operation of any and all laws relating to township government, township except so far as relates to laying out, altering, vacating, and except as to constructing streets, highways, and bridges, and the labor to be performed thereon, and within the limits thereof. And the said Council to common council are hereby vested with full power and author- sioners of ity to assess and levy such an amount of labor upon the real with powers and personal property in said village as they may deem neces- same. sary to be performed upon the streets, highways, and bridges in said village, and for that purpose they are hereby vested with the same power given by law to the commissioners of highways; also for the purpose of laying out, altering, discontinuing, establishing, or vacating lanes, alleys, streets, roads, sidewalks, and water-courses in said village, shall have the same power of taking private property for such purpose (certifying the necessity for the same) and awarding the damages thereon as allowed to highway commissioners by act one hundred and sixty-three, of the session laws of eighteen hundred and sixty-one, and the acts amendatory thereof; and further, that their decision of the necessity to take and use the lands, as provided by said act and the acts amendatory thereof, and their award of damages on the same, may be appealed from in the same manner to the same board and with like effect as is provided by said act one hundred and sixty-three of said session laws

commissioners of highways shall be final and subject to no
appeal, and that the same, when completed, shall be certified
by said common council and filed with the recorder of said
village; and further, that their power to so lay out, alter,
establish, and open, and discontinue, or cause to be opened,
streets, roads, or highways within the limits of said village
shall not be limited to any particular time of the year, but
that they may do the same at any time, and the said common
council are hereby vested with full power and authority to
alter, vacate, or discontinue any lane, alley, street, township
highways, State or territorial road, within the limits of said
village, or any portion of any township highways, or any State
or territoral road or roads, situate within the limits of said
village, whenever, in their judgment, the necessities or con-
venience of said village or any portion thereof may require it,
as fully and to all intents and purposes as the boards of supervi-
sors of counties are authorized by law to alter or vacate State
or territorial roads within their respective counties.
Sec. 2. This act shall take immediate effect.

AN ACT to amend sections eleven, fifteen, twenty-six, and twenty-nine, of act number four hundred and thirty-one, of the session laws of eighteen hundred and sixty-nine, entitled "An act to incorporate the village of Midland City."

SECTION 1. The People of the State of Michigan enact, That sections eleven, fifteen, twenty-six, and twenty-nine, of act number four hundred and thirty-one, of the session laws of eighteen hundred and sixty-nine, entitled "An act to incorporate the village of Midland City," be amended so as to read as follows:

Sec. 11. The president and trustees shall have power to Council to appoint all officers which they may deem necessary for said certain village, whose election is not provided for in this act, and to prescribe their powers and duties, and remove the same at pleasure: Provided, That no officer shall be appointed or Proviso. removed, except a majority of the village board elect shall vote for such appointment or removal. Sec. 15. The assessor of said village shall in April of each year make an assessment roll containing a description of all the real estate liable to taxation in said village, and the name of the owner, occupant or agent, if known: Provided, That Proviso.
