AN ACT to incorporate the village of Laingsburg.

SECTION 1. The People of the State of Michigan enact, That Boundaries, all that tract of the township of Sciota, situated in the county of Shiawassee, and State of Michigan, known and described as follows, to wit: The southwest quarter and the west half of the southeast quarter of section twenty-one; the northwest quarter and the west half of the northeast quarter of section twenty-eight; and also all that parcel of land described as follows: Commencing at the northwest corner of the southwest quarter of section twenty-one, running thence west eighty rods, thence south three hundred and twenty rods, thence east eighty rods to the southwest corner of the northwest quarter of section twenty-eight, and thence north to the place of beginning, all in township six north, of range one east, be and is hereby constituted a village corporate by the name of "The village of Laingsburg."

Sec. 2. The male inhabitants of said village having the qual- First ifications of electors under the constitution of this State shall meet in said village on the second Monday in April next, in said village, and on the first Monday in March annually thereafter at such place as shall be provided in the by-laws of said village, and there, by ballot, shall elect by plurality of votes, one person to be president of said village, and two persons Officers and shall in like manner be elected trustees for one year, and two office. for two years; and there shall be elected a marshal, treasurer, clerk, and assessor; and annually thereafter, a president, marshal, treasurer, clerk, and assessor shall be elected as aforesaid, who shall hold their respective offices for one year, or until their successors are elected and qualified; and two trustees shall be elected who shall hold their offices for two years, or until their successors are elected and qualified; but if an of failure to election of president and trustees shall not be made on the day provided for in this act, the corporation shall not for that reason be dissolved, and it shall be lawful to hold such election

at any time thereafter, public notice being given, as prescribed by this act for the holding of the regular elections. The presi dent and two trustees thus elected, together with two trustees whose term of office is unexpired, shall constitute a village board, and a majority of the board shall constitute a quorum for the transaction of business, and a less number may adjourn from time to time. The president shall also be the chief executive officer of the village. He shall preside at the meetings of the board, and it shall be his duty to see that all the officers of said village faithfully discharge their duties, and in case of his absence or inability to serve, the trustees shall have power to elect from their own number a president pro tem., who shall have all the powers and perform all the duties of president.

Sec. 3. It shall be the duty of the clerk to give at least five days' notice of the time and place of holding the election, either by posting written or printed notices in five of the most public places in said village, or by causing the same to be published in some paper printed in the village; and at all the elections the polls shall be opened at nine o'clock in the forenoon, or as soon thereafter as may be, and closed at four Canvass of o'clock in the afternoon, and at the close of the polls the ballots shall be counted and a true statement thereof proNotice to claimed to the electors present; and the clerk shall make a

Sec. 4. At the first election to be held in said village, under this act, there shall be chosen by the qualified voters there present, from among their number by viva voce, two judges and a clerk of election, who, together, shall constitute a board of inspectors of such election, each of whom shall, before entering upon the duties of his office, take an oath before some person authorized to administer oaths, that he will support the constitution of the United States and the constitution of this State, and that he will faithfully discharge the

Sec. 5. At all subsequent annual elections, any two of the Inspectors trustees may be judges of the election; and the clerk of the village, or in case of his absence any person chosen by the trustees, shall be clerk of the election; and the judges and the clerk shall take an oath, to be administered by some person qualified to administer oaths, to faithfully and impartially discharge their duties as judges or clerk of such election, and said board shall have such power to preserve the purity of the election as is now or may hereafter be given to township boards of election.

Sec. 6. The president and every other officer elected or Qualificaappointed under the provisions of this act, before he enters cers. upon the duties of his office, shall take and subscribe an oath or affirmation, which may be administered by any trustee or other person authorized to administer oaths, to support the constitution of the United States and of this State, and that he will faithfully and impartially discharge the duties of his office to the best of his ability, a record of which oath shall be made and kept by the clerk; and it shall be the Clerk. duty of the clerk to attend all meetings of the board, keep a fair and accurate record of their proceedings, and perform such other duties as shall be assigned him by the by-laws and ordinances of the village.

Sec. 8.
