SEC. 14. That the time for making the returns of the commissioners appointed by an act of the legislative assembly of this territory at its session in 1815, to lay out and establish a territorial road, from the county seat in Washington county, to Hustis' Rapids, on Rock river, be, and the same is hereby extended until the first day of January, 1818.

AN ACT

To incorporate the trustees of the Prairie du
Sac Academy.

Be it enacted by the Council and House of Representatires of the Territory of Wisconsin :

SECTION 1. That there be established in the village of style of cor- Prairie du Sac, in the county of Sauk, a seminary of learning, by the name and style of the Prairie du Sac Academy, and that Ebenezer L. Bradford, Peter Conrad, Cyrus Leland, William II. Hubbard, Arba M. Seymour, George Cargill, Daniel Powers, Egbert Cary, and Jonathan Ingram, and their associates and successors in office, be and they are hereby cre ated a body politic and corporate, by the name and style of "The Trustees of the Prairie du Sac Academy," by which name they and their successors shall forever be known and have perpetual succession, and shall have power to contract

and be contracted with, sue and be sued, plead and be implead- General ed, defend and be defended, in all courts and places, in all ac- corporation tions, suits, complaints, and causes whatever; and they shall have a common seal, and may alter the same at pleasure; and they shall have power, under said corporate name, to acquire, purchase, receive, hold, and enjoy, in deed and in law, to themselves and their successors, property, personal, real and mixed, and the same to sell and convey, rent, or otherwise lawfully dispose of at pleasure, for purposes of education: Provided, that the real estate owned at any time by said corporation shall not exceed ten thousand dollars.

SEC. 2. The stock of said corporation shall consist of Amount and shares of ten dollars each, which shall be deemed personal stock. property, and shall be transferable on the books of said corporation in such manner as shall be directed by the trustees

of the same.

SEC. 3. The corporate concerns of said academy shall be Officers, how managed by five trustees, a majority of whom shall consti- elected tute a quorum for the transaction of business; they shall be elected annually on the first Monday of May by the stockholders of said academy, and shall hold their offices for the term of one year, and until their successors are elected. The election of trustees shall be by ballot, and each stockholder shall be entitled to one vote for each and every share by him owned to the amount of ten shares, and then to one vote for every five shares over and above that number. Any stockholder may vote in person or by proxy. The said trustees shall elect one of their number to be president, and shall have power to fill all vacancies in their own body. All elections shall be held at the academy building, when the corporation shall have erected one; and until then, elections shall be held at such place as shall be designated by a majority of stockholders, notice of the time and place being given in writing by such stockholders, posted up in three public places in Prairie du Sae, ten days at least before such election. If any election herein provided for shall not take place on the day appointed herein, such election may be held on any other day: Provided, that at least two or more stock

holders shall give notice of the time and place of holding such election, in writing, posted in three public places in the town of Prairie du Sac at least ten days before the time of holding such election.

SEC. 4. That school district number one, in the county of Sauk, shall be capable of holding stock in said corporation to the amount which the trustees of said school district for the time being may subscribe; and the said school district shall have the right to vote as other stockholders may, and in proportion to the stock owned by said district, and shall be entitled to all the privileges of other stockholders; said school district shall be represented for all purposes that other stockholders may be represented, by one of the trustees for said district. to be selected by the other trustees for that purpose.

SEC. 5. The trustees of said academy shall have power,
I. To elect their president annually.

II. Upon any vacancy in the said offices of president or trustees, to elect others in their places, by the votes of a majority of the trustees, present at any regular meeting.

III. To take and hold by gift, grant, or devise, any real or personal property, and to sell, mortgage, let, or otherwise dispose of the same, in such manner as they shall deem most conducive to the interests of said corporation.

IV. To direct and prescribe the course of study and discipline in said academy.

V. To appoint a treasurer, clerk, and such other officers as they shall deem expedient, who shall hold their offices during the pleasure of the trustees.

VI. To prescribe the duties, and fix the salaries of all the officers of said corporation and to remove or suspend them from office for incapacity, immoral conduct, or misbehavior in office, and to appoint another in the place of any officer so removed or suspended.

VII. To make all ordinances and bye-laws necessary and proper to carry into effect the preceding powers, not inconsis tent with the constitution of the United States and the laws of Wisconsin.

SEC. 6. No religious test or qualification shall be required

from any trustee, or other officer of said corporation, or of any student, for admission to any privilege in said academy. WILLIAM SHEW,

AN ACT

Relating to the Library and Capitol of Wisconsin.

Be it enacted by the Council and House of Representatives

of the Territory of Wisconsin:

SECTION 1. It shall be the duty of said superintendent of territorial property to procure, to be bound and lettered, in a Duty single volume, all such pamphlet laws of this territory, as perintendent. may be in the library, to the number of twenty-five copies, which volumes, when so bound, are to be kept for the express use of the territory.

SEC. 2. It shall be the duty of the superintendent, to procure, to be bound and lettered, such other books as in his judgment ought to be preserved in the library.

SEC. 3. The superintendent of territorial property shall procure a case fitted into proper compartments for the preservation of the records and papers deposited by law in the li brary, and the sum of fifty dollars is hereby appropriated out of the treasury of the territory, to be expended under the direction of the superintendent, for this object.

SEC. 4. Said superintendent, shall, at such point as shall be deemed most convenient, cause a well to be sunk and substantially stoned, and supplied with a bucket and proper apparatus for drawing water for the use of the capitol; and the sum of one hundred and fifty dollars, is hereby appropriated out of the treasury of the territory to be expended under the direction of said superintendent for this object.

SEC. 5. It shall be the duty of said superintendent, to Basement of cause the basement of the capitol to be enclosed with doors and windows, and otherwise to finish off the same as a wood cellar, for the capitol, and he shall cause all the wood in the capitol yard, belonging to the territory, to be fitted for the fires, and deposited therein and the sum of three hundred dollars is hereby appropriated out of the treasury of the territory to be expended under the direction of the said superintendent for this object.

Further sum appropriated.

SEC. 6. The further sum of two hundred dollars is herebe appropriated out of the territorial treasury, to be expended under the direction of said superintendent, as a contingent fund, to repair and preserve the capitol and furniture, and fit the same, for the use of the legislative assembly.
