Mr. Turnham introduced, on leave,

An act to amend an act entitled, an act to incorporate the city of Liberty, approved February 27, 1851; and

An act to amend the above named act, approved February 24, 1853; Which was read a first time, rule suspended, read a second time, and passed over.

The Senate, accompanied by their officers, arrived in the Hall of the House of Representatives.

The President of the Senate took the Speaker's chair, and announced that the business before the Joint Session was the motion of Mr. Reid, of Jackson, to lay the substitute of Mr. Switzler on the table, when

Mr. Reid, of Jackson, on leave, withdrew his motion.

M. Robinson, of the Senate, moved to amend the substitute by adding after the word "Assembly," in the fifth line, the following words, "under the supervision and control of the two Houses in Joint Session."

On motion of Mr. Turnham:-.

An act to amend an act entitled, "an act to incorporate the City of Liberty," approved February 27, 1851; and,

An act to amend the above named act, approved February 24, 1853; Was taken up, when

Mr. Reid, of Jackson, moved to amend by adding after the end of the first section, "provided, that nothing herein contained shall, in any way, impair the right of the county to collect license for State and county purposes;"

Which was read a first time, rule suspended, read a second time and agreed to.

The rule was further suspended, the bill read a third time and passed; the rule, requiring the ayes and noes on all acts of incorporation, being dispensed with.

Mr. McFerren, on leave, introduced an act to change the name of John W. Harrin, and declare him the adopted son and heir of Silas H. Pryor; Which was read a first time, rule suspended, read a second and third time and passed.

Mr. McFerren, on leave, introduced an act to declare James Whitton Ward the adopted son and heir of Timothy Ward;

Which was read a first time.

The Senate, accompanied by their officers, arrived in the Hall of the House of Representatives.

The President of the Senate took the Speaker's chair, and announced that there was, under consideration, when the Joint Session took a recess, the substitute offered by Mr. Switzler, the adoption of Mr. Switzler's substitute, as amended, and the question being, "shall the substitute, as amended, be adopted?"

Which was decided in the affirmative.

Mr. Henderson offered the following resolution:--

Resolved, That the President of the Senate and Speaker of the House of Representatives, now proceed to examine the returns of the last August election for Lieutenant-Governor, by announcing the vote of each county in alphabetical order, which shall be set down by the Secretary of the Senate and the Clerk of the House.

Second, In case of disagreement between the two officers in regard to the legality or validity of the returns from any county, or in regard to the number of votes, that either or both of the candidates may be entitled to, from said county, they shall announce that fact to the Joint Assembly at the time of calling the county, and the Joint Assembly shall immediately determine what returns from said county shall be considered, when the President and Speaker shall consider and correct them, accordingly.

Third, The law requires said officers to examine, not only the abstract of votes furnished by the Secretary of State, but, also, the actual returns, and all returns from each county, including amended and corrected, as well as original returns; and in case of doubt on the part of either or both of said officers, as to the legality thereof, it shall be their duty to submit the same to the Joint Assembly, and the officers shall be governed by their determination in the premises.

Mr. Graves moved the previous question.

And the question then being, "shall the main question be now put?'' It was decided in the affirmative.

The question then being, "shall the resolution be adopted?"
