(4) This estimate is based upon the calculation that the State Treasurer will be able to meet all our outstanding Interest bonds, due January 1, 1850, which, however, is doubtful. (B) This is liable to be largely increased, as the balance of our outstanding Internal Improvement Fund Warrants and part-paid bonds become funded.

(c) A large share of this and the two preceding items may be considered counter-balanced by loss on unsaleable state tax lands, for some years yet, although that will not hereafter be as heavy as the average loss on sales of twice offered state tax lands at the last tax sales, which included seven years, or from 1838 to 1844 inclusive.
