The town of Dartmouth may borrow a sum, not exceeding twenty-five hundred dollars, and issue debentures therefor, under the seal of the town, in such amounts, and redeemable at such period, not exceeding twenty years, and at a rate of interest not exceeding five per centum per annum, and payable at such places as the Council shall determine, and the proceeds of the said debentures shall be used for the purpose of providing sanitary appliances in the public schools, and for no other purpose whatever. Such debentures, when issued, shall be a charge upon the real and personal property of the town and of the inhabitants thereof. 3. Notwithstanding anything contained in sections 190 to 195, both inclusive, of chapter 56 of the Acts of 1902, the town of Dartmouth may borrow a sum not exceeding thirty thousand dollars, and may issue debentures, under the seal of the town therefor, in such amonnts, and redeemable at such periods, not exceeding twenty years, and at a rate of interest not exceeding five per centum per annum, and payable at such places as the Council shall determine, and the proceeds of said debentures shall be used for the purpose of further extending the water and sewerage system to the North end of the town, and for no other purpose whatever; and such debentures, when issued, shall be a charge upon the real and personal property of the town and of the inhabitants thereof. 4. The provisions of the Municipal Debentures Act of 1902 shall apply to this Act where the same are not inconsistent with this Act. 5. All sums paid in on account of sewerage rates for any sewer constructed with the funds provided by the sale of the debentures in this Act provided for, shall be added to and become part of the sinking fund provided for by section 67, chapter 56, Acts of 1902. 6. The moneys borrowed under the provisions of this Act shall be paid into the hands of the treasurer of the said town, and shall be by him paid out as the Town Council thereof shall determine, for the purposes mentioned in this Act, and for no other purpose. 7. No sums shall be borrowed upon the authority of section three of this Act, except upon a vote of ratepayers of the town assessed on real estate, to be taken as provided by the provisions of chapter 56, Acts of 1902. 8. Chapter 73 of the Acts of 1906 is hereby amended by Chap. 78, Acts of adding thereto the following words : "Such by-laws, when approved by the Governor-inCouncil, shall have the force of law." 1906, amended. 9. Inasmuch as a public meeting was duly held on the Town meeting. 14th day of March, A. D. 1907, in accordance with the provisions of sections 189 to 195, chapter 56, Acts of 1902, and on the 16th day of March, A. D. 1907, the ratepayers of the town of Dartmouth voted, by a majority of 107, in favour of borrowing the sum of $2,500 for the purpose mentioned in section two of this Act, it shall not, therefore, be necessary to hold any further meeting of the ratepayers of said town, or that an additional vote shall be taken. CHAPTER 76. An Act to authorize the Municipality of the County of Whereas, the municipality of the county of Halifax has Preamble. acquired by purchase from one William Ware, a certain piece or parcel of land, situate at Cole Harbor, in the county of Halifax, for the price or sum of nine hundred and fifty dollars, the said land being required for the extension of the County Poor Farm, at Cole Harbor, and is desirous of providing for the payment of the purchase money; Be it therefore enacted by the Governor, Council, and Assembly, as follows: confirmed. 1. The purchase of the said piece or parcel of land, at Purchase Cole Harbor, by the municipality of the county of Halifax, from the said William Ware, and the conveyance thereof to said municipality, are hereby ratified and confirmed. How paid. 2. The county treasurer of the municipality of the county of Halifax is hereby authorized and empowered to pay out of the moneys of the said municipality remaining in his hands on the 31st day of December, 1906, the sum of nine hundred and fifty dollars, for the purchase of the said land so acquired, Sec. 3 amended. Sec. 5 amended. Sec. 5 added to. Qualification of jurors. CHAPTER 77. An Act to amend "The Juries' Act," as affecting the: Be it enacted by the Governor, Council, and Assembly, as: follows: Chapter 162 of the Revised Statutes, 1900, "TheJuries' Act, is amended, as follows: Clause (a) of section 3 is repealed, and the following substituted therefor : (a) In the case of the county of Halifax, real or personal property, or real and personal property of the value of four thousand dollars. 2. Section 5 is amended by adding thereto the following proviso : Clauses (9), (19), (28) and (29), shall not apply to the city of Halifax. 3. Section 5 of chapter 162, is further amended by adding thereto the following clause : : (35) Officials, including police officers, of the city of Halifax. 4. (1) The assessment of real property or personal, or of real and personal, for taxes, which shall qualify a person to serve as a grand juror, or a petit juror, respectively, in the city and county of Halifax, shall be : : (a) An assessment of property in his own name; or (b) Assessment of a property held by any firm of (2) Not more than one member of a firm shall be required to serve as a juoror at any one sitting of the court, and in the event of more than one member being drawn, the names of those drawn subsequently to the first shall be returned to the box. CHAPTER 78. An Act to amend Chapter 76 of the Acts of 1906, entitled Be it enacted by the Governor, Council, and Assembly, as follows: 1. Section 2 of chapter 76 of the Acts of 1906, entitled Section 7 "An Act to Incorporate the Children's Aid Society of Hali- amended. fax County" is hereby amended by inserting after the word "Dominion" in the eleventh line, the words "to establish and maintain a hospital for sick children and a temporary shelter for children, either separately or in connection with such hospital." 2. Any person paying the sum of one dollar annually Membership. shall become a member of the society, subject to the approval of the board of management. Persons paying at any one time twenty dollars shall become life members by a vote of the board of management. 3. The officers of the society shall consist of a president, two vice-presidents, a treasurer, a secretary, two honorary solicitors, to be elected annually at the annual meeting and hold office until successors are elected. Ten ladies and ten gentlemen, to be elected at the annual meeting of the society, shall, together with the said officers, constitute the board of management till their successors are appointed. The board of management may add to its members at any time not more than five members, who shall continue mem. bers of this board until the annual meeting next after their appointment. 4. Vacancies occurring during the year may be filled by the board of management. 5. Meetings of the board of management shall be held monthly at a time to be provided by by-law. Special meetings may be called at any time by the president and secretary or upon the request of five members of the board. Seven members of the board shall constitute a quorum. 6. The board of management shall have power to appoint such officers and agents as they may deem necessary to further the objects of the society. 7. The board of management may enact by-laws, subject to the approval of the Governor-in-Council, and not inconsistent with this Act or the Act hereby amended, for the transaction of their business, for the regulation of paid officers and for all other purposes, and shall during their term of office have the full and complete management, control and disposal of the affairs, property and funds of the society. 8. The annual meeting of the society shall be held in November in each year, at a date to be fixed by the board of management. Other general meetings may be called at any time by the board of management. On the requisition of twenty members the president shall call a meeting. 9.
