ing nothing away from them. They will have their day in court and a jury trial, but it simply tends to prevent delay in a security action and enables the courts to dispose of their business in one suit rather in two. I am going to ask the Association to recommend the matter as presented to it by the Committee. Do I meet a second?

Judge Follett: Mr. Chairman, I want to suggest that we shall meet again, I suppose, before the Legislature again assembles, and I move that all these matters that refer to legislation be postponed for consideration until our next annual meeting. That will be ample time for anything that may be desired, and we may be better prepared to consider matters of this kind than we are

now.

Mr. S. M. Johnson: The trouble is that when you make a recommendation no bills are prepared accompanying it; unless an express provision is incorporated in the recommendation that a bill be prepared and submitted to the next meeting, and also some arrangement made on the program permitting time for its consideration and adoption; or otherwise, the matter will be relegated to the boneyard. While it is very pleasant to listen to addresses, we should not wait until the last day, when most of the members have gone home, to consider business matters. If Mr. Follett does not object, I would really like the Association to recommend the passage of this matter, and that a Committee be appointed, or that it be referred to the incoming Committee on Judicial Administration and Legal Reform, to prepare a bill for the Legislature covering the purposes of this recommendation.

Judge Follett: My motion was that these matters relating to legislation, or to requests to the Legislature, be postponed to the next meeting. I want to suggest

to the gentleman that I don't know if we make recommendations whether the Committee does not prepare bills for recommendation to the Legislature; and so far as this matter is concerned, a bill can be prepared and all ready next year for us to endorse.

H. J. Booth: I think the further matters that might come before us should be postponed on account of the small number present.

The Chair announced the appointment of the following Committees, viz: Special Committee on Railroads and Transportation: J. Twing Brooks, Salem, Ohio, Chairman; R. D. Marshall, Dayton; W. O. Henderson, Columbus, Ohio. Also Special Committee on Municipal Code: Aaron A. Ferris, Cincinnati, Chairman; John W. Warrington, Cincinnati; James R. Garfield, Cleveland; Charles T. Lewis, Toledo; E. O. Randall, Columbus. Special Commitee on Insurance Securities: H. J. Booth, Columbus, Chairman; Thomas B. Paxton, Cincinnati; M. R. Patterson, Columbus, Ohio.

The Chair appointed as Delegates to the American Bar Association, Hon. George F. Arrel, Youngstown; Hon. Harlan F. Burket, Findlay, and H. A. Mykrantz, Ashland. Alternates: E. B. Dillon, Columbus; F. B James, Cincinnati; W. H. A. Read, Toledo.

On motion of Mr. A. A. Ferris, the Chairman of the Special Committee on Municipal Code was author

ized to fill any vacancies in said Committee that may arise.

On motion of Mr. S. M. Johnson the second Tuesday in July, 1901, was fixed as the date of the next annual meeting of this Association.

On motion of Mr. Johnson it was resolved that it is the sense of this Association that the Executive Committee be directed to assign a permanent day for the discussion of the business of the Association at the next annual meeting before the delivery of any addresses, except the President's address.

On motion of Mr. S. M. Johnson the thanks of the Association were tendered to the Hon. Peter A. Laubie for the efficient and impartial manner in which he presided at the 21st Annual Meeting of this Association.

The above was put to vote by Mr. Johnson, and being unanimously adopted, was announced by him to the Chair.

On motion, adjourned.
