MONDAY, DEC. 7, 1840.

Mr. Lane presented the account of George W. Dow. Ordered, that it be referred to the committee on Claims. Mr. Forsaith presented the petition of N. O. Page and others, praying for a new piece of ordnance for the 31st regiment of N. H. Militia.

Ordered, that it be referred to the committee on Military Affairs.

Mr. Wilson of Keene presented the petition of Viriling Gregg and others, praying that a tract of land in the town of Sharon be severed from said town and annexed to Peterborough.

Ordered, that it be referred to the committee on Towns and Parishes.

Mr. Lane presented the petition of Benjamin George and others, praying for the passage of a law paying a premium on crows. Ordered, that it be referred to the committee on Agriculture and Manufactures.

The House proceeded to the order of the day upon bills of the following titles, to wit:

"An act to incorporate a town by the name of Pittsburg. "An act in addition to former acts relating to the powers and duties of surgeons."

"An act to incorporate the proprietors of Mount Washington Bridle Road."

"An act to incorporate the proprietors of Colebrook Bridge." Which were severally read a third time.

Resolved, that they pass and that their titles be as aforesaid.

Ordered, that the Clerk request the concurrence of the Senate therein.

The House proceeded in the order of the day upon a resolution making an appropriation for the State Prison.

Which was read a third time.

Resolved, that it pass.

Ordered, that the Clerk request the concurrence of the Senate therein.

Pursuant to previous notice and by leave,

Mr. Howard of Rochester introduced a bill entitled "An act to lessen the expenses of pauperism."

Which was read a first and second time.

Mr. Moses introduced a bill entitled "An act to incorporate the Piscataqua Asylum for the Insane."

Which was read a first time.

Mr. Treadwell moved that the bill be read a second time at the present time and referred to the committee on the Judiciary. Mr. Wells called for a division of the question.

On the question,

Shall the bill be read a second time at the present time?
It was decided in the affirmative.

On the question,

Shall the bill be referred to the committee on the Judiciary? It was decided in the negative.

Said bill was then read a second time.

Mr. Wells moved that the bill be referred to the select committee who have under consideration so much of the Governor's message as relates to the subject of the New Hampshire Asylum for the Insane.

On motion of Mr. McDaniel

Ordered, that the bill lie on the table.

Mr. Moses by leave presented an extract from the records of the town meeting held at Portsmouth on the 21st day of August last, embracing certain resolutions upon the subject matter of the bill entitled "An act to incorporate the Piscataqua Asylum for the Insane."

Mr. Treadwell called for the reading of said extract, which was read.

On motion of Mr. Treadwell

The House resumed the consideration of the bill entitled "An act to incorporate the Plscataqua Asylum for the Insane."

The question recurring upon the motion of Mr. Wells

'That said bill be referred to the select committee who have under consideration so much of the Governor's message as relates to the subject of the N. H. Asylum for the Insane.

It was decided in the negative.

Mr. Treadwell moved that the bill and extract be referred to the committee on the Judiciary.

And the question being put,

It was decided in the affirmative.

Mr. Dearborn gave notice that he will to-morrow ask leave to introduce a bill entitled "An act in addition to an act relating to Banks and Banking and to establish Bank Commissioners for the State of New Hampshire."

Pursuant to previous notice and by leave,

Mr. Hoit of Bridgewater introduced a bill entitled "An act relating to Railroad Corporations."

Which was read a first and second time.

On motion of Mr. Hoit of Bridgewater

Ordered, that it be referred to the committee on Roads, Bridges and Canals.

On motion of Mr. McDaniel

The House resumed the consideration of the bill entitled "An act to incorporate the trustees of the Freewill Baptist printing establishment and Book Concern in Dover."

Mr. St. Clair moved that the bill be amended by striking out the fourth section of said bill and inserting instead thereof a new section.

And on the question,

Shall the amendment be adopted?

It was decided in the affirmative.

Mr. Hoit of Bridgewater moved a further amendment to said bill.

But before the question was taken, Mr. Hoit of Bridgewater withdrew his amendment.

On the question,

Shall said bill be read a third time?

The ayes and noes were called for.

Those who voted in the affirmative are-Messrs.
