FOREWORD.

The author wishes to state that this thesis

pretends to be nothing more than a preliminary study of
an entirely new field. As far as has been possible in
the limited time and space, there has been an honest
attempt to picture the entire field in a general way.
For this study, the United States Documents have been
examined carefully and, in addition, the following
states have been studied with care; Massachusetts,
New York, Virginia, and Wisconsin. All the available
material in one state has been carefully studied;
namely, Indiana.
