The officers of the service are commissioned by the President and hold rank by law with officers of the army and navy, as follows: Captains with Majors in the ármy and Lieutenant Commanders in the navy; First Lieutenants with Captains in the army and Lieutenants in the navy; Second Lieutenants with First Lieutenants in the army and Lieutenants (junior grade) in the navy; Third Lieutenants with Second Lieutenants in the army and Ensigns in the navy. The service consists of 218 commissioned oficers and cadets on the active list, and 1,250 petty officers and enlisted men Commissioned officers of the line are appointed from cadet graduates of the School of Instruction at South Baltimore, Md. The cadet course covers three years. Second Assistant Engineers are appointed from civil life by competitive examination. The commandant of the service is detailed from among the Captains by the Secretary of the Treasury.

The revenue cutter fleet includes thirteen first rate, hirteen secand and ten third rate vessels. In the first class are the McCulloch, 1,280 tons; the Bear and the Thetis, 1,200 tons; the Mohawk, 980; the Manning, 962; the Algonquin, Greshan and Onondaga, 936; the Itasca, 839; the Seminole, 785; the Tuscarora, 670; the Apache, 664, and the Rush, 550. Two other cutters, the Androscoggin, 1,270 tons, and the Pamlico, 408 tons, are being constructed. The McCulloch carries six guns, the Itasca ten, the Algonquin five, the others from one to four guns. These vessels

can be converted to military use, and were so converted during the Spanish war.
