I regret the necessity of informing your Excellency that circumstances beyond my power to control have hitherto prevented the completion of my report.

It will be completed as soon as possible, (in a few days), when, if not objected to on the part of the Assembly, I will transmit a copy to the Clerk of that honorable body.

May 9, 1855.-Jeremiah Urie, as Pilot of Benicia, vice C. H. Harrison, removed.

May 20, 1855.-David C. Lewis, as County Judge of Klamath county, to fill vacancy.

June 7, 1855-John S. Hager, as County Judge of Fourth Judicial District, vice Delos Lake, resigned.

September 21, 1855.-C. H. Harrison, as Pilot at Benicia.

November 5, 1855.-Charles H. Hempstead, as Secretary of State, vice J. W. Denver, resigned.

Moved and seconded that the reading of the Governor's Message be dispensed with, and that 1,000 copies of the same be printed.

Carried.

Mr. Gray moved a reconsideration of the vote in regard to printing the Message. Carried.

Mr. Rhodes moved 5,000 copics be printed.

Mr. Taylor offered as an amendment that 2,000 copies be printed.

Mr. Upton moved to amend by inserting 3,000 copies.

Mr. Gray moved to amend by inserting 10,000 copies.

Mr. Oxley moved to lay the subject on the table.

Messrs. Gray and Hawes demanded the ayes and noes.

JOINT CONVENTION.

The Sergeant-at-Arms announced the President and Senate.

The Senate roll being called, the following members were absent:

Messrs. De la Guerra, McGee, and Rust.

The following communication was received from the Secretary of State:

OFFICE OF SECRETARY OF STATE. }

I have the honor herewith to transmit Election Returns from the several Counties of the State, for Governor and Lieutenant Governor, sent, sealed to this Office, and directed to the Speaker of Assembly, in accordance with constitutional requirement.

Mr. Hook, on the part of the Senate, and Mr. Upton, on the part of the Assembly, were appointed tellers, to act in conjunction with the Secretary of the Senate and Clerk of the Assembly, in canvassing the returns of the last General Election for Governor and Lieutenant Governor. During the canvass, the President announced that no returns had been received from the counties of Yolo, Calaveras, Plumas, Santa Barbara, and Tulare.

Mr. Mandeville moved that a committee of two from each House be appointed to make inquiries concerning the same.

Messrs. Mandeville and Lippincott were appointed on the part of the Senate, and Messrs. Sterritt and Winston on the part of the Assembly.

After a brief absence, the Committee, through Mr. Mandeville, reported that they were unable to obtain any satisfactory information concerning the same.

Mr. French moved that the committee be discharged.

Carried.

Mr. Shaw moved that the Convention adjourn until to-morrow, at 12 o'clock, M.

Upon which the ayes and noes were demanded by Messrs. Hawks, Scellen and Taylor, with the following result:
