Past Commander John W. Ford, Camp 18, placed in nomination the name of Department Inspector Joseph F. Scott, Camp 6, for the office of Junior Vice Department Commander, but Comrade Scott declined the nomination.

On motion of Past Commander Merton H. Warren, Camp 44, seconded by Past Commander George W. Baker, Camp 24, it was voted that the nominations for Junior Vice Department Commander close.

NOMINATION FOR DEPARTMENT CHAPLAIN.

Past Commander William Brunton, Camp 34, placed in nomination the name of Comrade Rev. William F. Dusseault, Camp 34, for the office of Department Chaplain.

Past Department Commander Henry J. McCammon, Camp 10, seconded the nomination of Comrade Rev. William F. Dusseault as Department Chaplain.

Past Commander William H. Winnett, Camp 6, also seconded the nomination of Comrade Rev. William F. Dusseault.

On motion of Past Commander George H. Baker, Camp 24, seconded by Comrade H. Hector Beaton, Camp 12, it was voted that the nomination for Department Chaplain close.

NOMINATION FOR DEPARTMENT SURGEON.

Past Commander Waldo H. Smith, Camp 23, placed in nomination the name of Comrade Dr. Edwin D. Towle, Camp 22, for the office of Department Surgeon.

Past Commander George H. Baker, Camp 24, seconded the nomination of Comrade Dr. Edwin D. Towle, Camp 22, for the office of Department Surgeon.

On motion of Past Commander William A. Douglas, Camp 44, seconded by Past Commander H. E. Berg, Camp 44, it was voted that the nomination for Department Surgeon close.

NOMINATIONS FOR DEPARTMENT MARSHAL.

Past Commander William A. Douglas, Camp 44: "Department Commander and Comrades: We have a small Camp in Malden, and would like to have recognition. We have a man, a past commander of the Camp, who is worthy of the position of Department Marshal, and well qualified to fill the office. It gives me great pleasure to place in nomination the name of Past Commander Merton H. Warren, Camp 44, for the office of Department Marshal."

Past Department Commander George S. Hazlett, Camp 38: "Department Commander and Comrades: I wish to place in nomination a Comrade who has filled the position of Department Marshal during the past year. He has proven himself faithful and done his work in a most efficient manner, and without any further remarks I wish to place before you the name of Comrade Abner B. Jubrey, Camp 53, to succeed himself for the office of Department Marshal."

Past Commander Joseph Booker, Camp 46, seconded the nomination of Past Commander Frank A. Sandland, Camp 29, for the office of Department Marshal.

Commander Peter F. Ryan, Camp 42: "Comrades, the Comrade I am to refer to is a hard worker, formerly of the 6th Massachusetts Volunteer Infantry, and went through the Porto Rican campaign. I wish to put his name before you as being a hard and efficient worker for his Camp and the organization, and it gives me great pleasure to nominate Past Commander Alfred B. Cummings, Camp 42, for the office of Department Marshal.”

On motion of Past Commander George H. Baker, Camp 24, seconded by Past Commander William A. Douglas, Camp 44, it was voted that the nominations for Department Marshal close.

NOMINATIONS FOR DELEGATES AT LARGE TO NATIONAL ENCAMPMENT.

Department Commander Timothy W. Kelly: "Comrades, I wish to make a suggestion that any Comrade nominated who feels that he will be unable to go to San Francisco should decline, and that a motion, in my opinion, should be placed before the Encampment that the four Comrades receiving the highest number of votes would be elected delegates and the next four alternates."

Senior Vice Department Commander Jere J. Shea nominated Commander Ralph S. Brown, Camp 11, Springfield.

Past Department Commander Henry J. McCammon nominated Past Commander William B. Munsil, Camp 10.

Commander James F. Kendall, Camp 6, nominated Comrade Everett E. Thompson, Camp 6, Charlestown.

Past Commander Waldo E. Smith, Camp 23, nominated Comrade William H. Baldwin, Camp 23, Roxbury.

Commander John J. Donahue, Camp 7, nominated Past Commander John T. Maloney, Camp 7, Lawrence.

On motion of Past Commander Joseph Center, Camp 30, seconded by Past Commander George H. Baker, Camp 24, it was voted that the nominations for delegates at large to the National Encampment close.

On motion of Past Commander Waldo E. Smith, Camp 23, seconded by Department Inspector Joseph F. Scott, it was voted that the four Comrades receiving the highest number of votes would be elected delegates, and the next four would be alternates.

Report of Committee on Acts and Resolutions.

The report of the Committee on Acts and Resolutions was made by Past Commander-in-Chief Edward J. Gihon, chairman of the committee.

RESOLUTION No. 1.

The following resolution was presented by Department Chief of Staff William M. Hogan, chairman of German War Veterans Relations Committee:

Whereas, The Department of Massachusetts, United Spanish War Veterans, in meeting assembled at their Headquarters at Boston in the month of January, 1919, voted that suitable resolutions be drawn to cover their activities and sentiments toward the German War Veterans, be it

Resolved, That the United Spanish War Veterans of Massachusetts extend the right hand of fraternalism and friendship to the veterans of the World War, who served at home, abroad in the tranches, or in the Navy and Marine Corps on the high seas; that they do everything that they can to foster a spirit of friendship between the veterans of 1898 and the veterans of 1918; and be it further

Resolved, That we extend to them the use of our meeting places; that we invite them to our meetings and conventions; that, in a word, we give them the experience of the twenty years that have gone before, in order that they may speedily organize and become a patriotic force for good government and democracy in this great Republic; and be it further

Resolved, That we help them to organize into a veteran organization. This we already have done and are doing, and have organized camps at Cambridge and East Boston and many other places in Massachusetts; the Department Commander, Timothy W. Kelly, and his staff have already done valuable work in the organization of the men of this great world conflict; and be it further

Resolved, That we help them on this Memorial Day to decorate the graves of their Comrades who have answered the last roll call, so that their heroic dead may be properly cared for, as are the veterans of all other wars; that we continue this practice until such time as the veterans of this great world war are properly organized to do this patriotic work themselves; that the United Spanish War Veterans of Massachusetts do everything that they can to cement a friendship between the men of this war and the men of the Spanish War that will live as long as this country will endure; that we show them by our every act that we appreciate the wonderful sacrifice that they gave for freedom and democracy the world over; and be it further Resolved, That it is the sense of these resolutions that the National Department at Washington immediately send to this Department any and all recommendations that they may have for the handling of the situation, so far as the German War Veterans and the United Spanish War Veterans are concerned, so that we in Massachusetts, at our next Department Encampment, may take up the same, and act on them in a manner in keeping with the desires of our National Department, and thus honor, help, foster and advance the best interests of both organizations, which are and will be dedicated to preserving intact the patriotic sentiments of this great country of ours, as well as preserving for the future the high traditions of our military organizations; and be it further

Resolved, That the Department of Massachusetts, at their next State Convention, give serious consideration to the future of the World War veterans with that of the United Spanish War Veterans, toward the end that both organizations may work for the mutual advantage of each, and that a copy of these resolutions be immediately forwarded to the National Headquarters of the United Spanish War Veterans at Washington, and such other places as the Department Commander may designate.

The committee recommends the adoption of this resolution. The recommendation of the committee was adopted.

RESOLUTION No. 2.

The following resolution was presented by Past Commander Charles A. Flanagan, Camp 14:

Resolved, That the Department of Massachusetts, United Spanish War Veterans, in convention assembled at Lawrence, Mass., April 26, 1919, appropriate the sum of $25, to be known as "the Department legislative fund."

The committee recommends the adoption of this resolution.
The recommendation of the committee was adopted.

RESOLUTION No. 3.

The following resolution was presented by Comrade William M. Hogan, Department Chief of Staff:

Resolved, That the Department of Massachusetts, United Spanish War Veterans, in convention assembled at Lawrence, Mass., April 26, 1919, appropriate the sum of $25, to be known as "the Department Headquarters fund."

The committee recommends the adoption of this resolution.

The recommendation of the committee was adopted.

RESOLUTION No. 4.

The following resolution was presented by Comrade Fred R. Hesse, Department Historian:

Resolved, That the Department of Massachusetts, United Spanish War Veterans, in convention assembled at Lawrence, Mass., April 26, 1919, appropriate the sum of $25, to be known as "the Department Historian's fund.”

The committee approves of this resolution and recommends its adoption.

The recommendation of the committee was adopted.

RESOLUTION No. 5.

The following resolution was presented by Past Commander A. Collins Stewart, Camp 1:

Resolved, That the Department of Massachusetts, United Spanish War Veterans, in convention assembled at Lawrence, Mass., April 26, 1919, appropriate the sum of $25, to be known as "the Massachusetts Soldiers' Home fund.”
