Lettre du ministre des affaires étrangères de la République de la Nouvelle Grenade en réponse à la lettre du ministre des affaires étrangères de Sardaigne, en date du 12 juillet 1850. Signée à Bogotá, le 11 octobre 1850.

Traduction.

C'est avec beaucoup de plaisir que j'ai reçu et porté à la connaissance de mon Gouvernement la Note estimable que V. E. a bien voulu m'adresser le 12 juillet dernier, en me notifiant que S. M. le Roi de Sardaigne avait sanctionné le 6 du même mois une loi qui abolit, en faveur des nations qui accorderaient au Pavillon Sarde un égal traitement, les droits différentiels de navigation et de commerce qu'on percevait auparavant sur les marchandises importées sous Pavillon étranger dans les ports de ce Royaume.

Informé du contenu de la Note susmentionnée le Citoyen Président de la République m'a ordonné de répondre à V. E. en lui témoignant le plaisir qu'il a éprouvé pour une disposition aussi libérale; et en lui exposant en même temps que, les droits différentiels d'importation étant abolis dans la Nouvelle Grenade en vertu de la loi du 14 juin 1847, on ne perçoit plus dès à présent dans nos ports de tels droits au détriment d'aucune nation étrangère, ni par conséquent sur les navires des Etats de S. M. le Roi de Sardaigne. Il est donc inutile d'expédier les ordres, sollicités par V. E., aux douanes maritimes de la République pour qu'on regarde comme ayant cessé d'exister la disposition contenue dans l'article additionnel du traité d'amitié, de commerce et de navigation signé à Turin le 18 août 1847 entre la Nouvelle Grenade et la Sardaigne.

En m'acquittant ainsi des ordres du Citoyen Président de la République, je saisis avec plaisir cette occasion pour offrir à V. E. les expressions cordiales de la

His Majesty the King of Denmark having offered to cede to Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, all the forts and possessions belonging to the Crown of Denmark, situated on that part of the coast of Africa which is called the Gold Coast or the Coast of Guinea; and Her Britannic Majesty having resolved to accept that offer; their said Majesties have named as their Plenipotentiaries to conclude a Convention for carrying such cession into effect, that is to say:

Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, the Right Honourable Henry John, Viscount Palmerston, Baron Temple, a Peer of Ireland, a Member of Her Britannic Majesty's Most Honourable Privy Council, a member of Parliament, Knight Grand Cross of the Most Honourable Order of the Bath, and Her Britannic Majesty's Principal Secretary of State for Foreign Affairs;

And His Majesty the King of Denmark, the Count Frederick Detlev de Reventlow, his Privy Councillor of Conferences and Chamberlain, Grand Cross of the Order of Dannebrog with the decoration of the Silver Cross, and Commander of the Order of St. Bento d'Aviz of Portugal, His Danish Majesty's Envoy Extraordinary and Minister Plenipotentiary to Her Britannic Majesty;

Da Hans Majestaet Kongen af Danmark har tilbudet at afstaae til Hendes Majestaet Dronningen af det Forenede Kongerige Storbritanien og Irland alle Forter og Besiddelser som tilhöre den Danske Krone paa den Deel af den Afrikanske Kyst som er kaldet Guld Kysten eller Kysten af Guinea; og da Hendes Storbritaniske Majestaet har besluttet at tage imod Tilbudet saa have Deres Majestaeter, for at afslutte en Conventio.., ved hvilken en saadan Afstaaelse fuldbyrdes, udnaevnt til Deres Befuldmagtigede, nemlig :

Hendes Majestaet Dronningen af det Forenede Kongerige Storbritanien og Irland, den meget haederlige Hendrik Johan, Viscount Palmerston, Baron Temple, Pair af Irland, Medlem af Hendes Majestaets meest haederlige geheime Raad, Medlem af Parlamentet, Storkors af den meest haederlige Orden af Bath, og Hendes Majestaets förste Statssecretair for de udenlandske Sager;

respective full-powers, found in good and due form, have agreed upon and concluded the following Articles ; —

Art. I. In consideration of the sum of ten thousand pounds sterling, to be paid by Her Majesty the Queen of the United Kingdom of Great Britain and Ireland to His Majesty the King of Denmark, on the exchange of the ratifications of the present Convention, His Danish Majesty cedes to Her Britannic Majesty, to be possessed by Her Britannic Majesty, her heirs and successors, in full property and sovereignty, all the forts belonging to the Crown of Denmark which are situated on that part of the coast of Africa called the Gold Coast or the Coast of Guinea, and which comprise Fort Christiansborg, Fort Augustaborg, Fort Fredensborg, Fort Kongensteen, and Fort Prindsensteen, with their appartenances and all the guns and stores contained therein; together with all other possessions, property, and territorial rights whatever belonging to His Danish Majesty on the said coast.

Art. II. The present Convention shall be ratified, and the ratifications shall be exchanged at London as soon as possible.

In witness whereof the respective Plenipotentiaries have signed the present Convention, and have affixed thereto the seals of their arms.

Done at London, the seventeenth day of August, in the year of our Lord one thousand eight hundred and fifty.

Art. II. Naervaerende Convention, skal ratificeres, og Ratificationerne udvexles i London snarest muligt.

Til Bekraeftelse herpaa have de to ovennaevnte Befuldmaegtigede underskrevet denne Convention, og paatrykket samme deres Vaaben-Segl.

Givet i London, den syttende August, efter Guds Byrd Aar Eet Tusinde Otte Hundrede og Halvtredsindstyve.
