SECT. 2. Any Physician who shall procure a patent for a remedy or instrument of surgery, or who sells or deals in patent remedies or nostrums or who shall enter into an agreement with, an apothecary to receive pecuniary compensation or patronage for sending his prescriptions to said apothecary, or who prescribes a remedy without knowing its compositio n or who shall hereafter give a certificate in favor of a patent remedy or instrument, shall be disqualified from becoming or remaining a member.

ARTICLE II.

DUTIES OF OFFICERS.

SECTION 1. The President shall preside at the meetings of the Society, preserve order, and perform such other duties as custom and parliamentary usage require. At the close of his term of office he shall deliver a public address.

SECT. 2. The Vice-Presidents shall, when called upon, assist the President in the performance of his duties, and during his absence, or at his request, one of them shall officiate in his place.

SECT. 3. The Recording Secretary shall keep correct minutes of the proceedings of the Society, which, when approved, he shall fairly transcribe in a book to be kept for that purpose. He shall have charge of all papers belonging to the Society, other than those appertaining to the office of Treasurer, and Corresponding Secretary. At the Stated meeting in January he shall present a written report.

SECT. 4. The Treasurer shall receive all moneys belonging to the Society, and disburse the same as directed by a warrant, signed by the President, and countersigned by the Recording Secretary.

SECT. 5. The Censors shall inquire into the character and standing of all candidates for membership, and report in writing, as to their eligibility, at the next Stated meeting; they shall investigate any disagreement which may occur between members, and endeavor to restore harmony. When a member is charged with an infringement of the laws of the Society, or the Code of Ethics, the Censors shall fully and impartially investigate the same, and, if they deem the charge to be well founded, shall report the case to the Society at its next Stated meeting, together with their decision.

ARTICLE III.

MEETINGS OF THE SOCIETY.

ARTICLE IV.

ORDER OF BUSINESS.

SECT. I The business shall be conducted in the following order :— SECT. 2. At Special meetings, no other business, except such as shall have been specified in the notices for the same, shall be transacted.

ARTICLE V.

OF COMMITTEES..

SECTION 1. All Special and Standing Committees, excepting when otherwise ordered by a vote of the Society, shall be nominated by the presiding officer, subject to the approval of the Society.

ARTICLE VI.

ELECTIONS.

SECTION 1. No member shall be allowed to vote at any election who has not paid his annual contribution for the year preceding the election. SECT. 2. All disputed elections shall be referred to the Censors for investigation, who shall report at an adjourned, or the next Stated meeting. ARTICLE VII.

ORDER.

This Society shall be governed by the usual rules of order of legislative assemblies.

ARTICLE VIII.

AMENDMENTS.

These By-Laws may be altered or amended at a Stated meeting, by a vote of two-thirds of the members present: Provided, that a written notice of such amendment or alteration be presented at the meeting of the Society next preceding said stated meeting.

RULES OF ORDER.

No question shall be subject to debate without a motion duly made and seconded, and stated by the chair.

A division of a question may be called for if it contains two distinct propositions.

In speaking, the presiding officer must be addressed and the remarks confined strictly to the subject. No interruption must be allowed except a call to order, or for an explanation.

All points of order must be decided by the chairman, snbject to an appeal to the Society. In an appeal, both parties must state their reasons, without further debate.

While a question is under consideration no motion can be received, except to adjourn, to lay on the table, to postpone, to refer or to amend.

A motion to adjourn is always in order, except during a vote or while a member is speaking.

Motions to postpone, to lay on the table, or to adjourn are not to be debated.

nays may be called for by two members on any question not to be decided by ballot.

The chairman votes only on a ballot or on a call of the yeas and nays. He should always vote last.

To reconsider a question: two members who voted must make such a motion. This should always be meeting.

A motion that has been negatived cannot be renewed without the intervention of other business.

To fill a blank, the question should be taken on the largest sum, greatest number, and longest time.

A motion may be withdrawn with the consent of the seconder previous to action thereon.

All resolutions should be offered in writing. The name of the mover should always be entered on the minutes.

A motion to amend an amendment is in order, but not to amend an amendment to an amendment. Amendments must be decided in their order, before the main question is decided.

The chairman should not debate a question without leaving the chair.
