SECT. 2. The Mayor, City Treasurer, and Auditor of Commissioners Accounts, for the time being, shall be Commissioners of said Fund, and are hereby fully authorized to receive the same in behalf of the city, agreeably to Section 4 of Chapter 257 of the Acts of 1857; and said Commissioners shall have the care and management of all the moneys, funds, and securities at any time belonging to said Bridge Fund; but the moneys uninvested, and all the securities of said Fund, shall be in the custody of the Treasurer of the City.

SECT. 3. Said Commissioners shall, from time to time, Their duties. at their discretion, invest the moneys on hand securely, and so that the same shall be productive; and the same may be loaned on interest to any county, city, or town in this Commonwealth, or they may be loaned on interest, with security by mortgage of real estate, or by pledge of stocks of the United States or of this State, or upon bonds of the City of Boston, or of the City of Cambridge, or may be invested in bank stock to an amount not exceeding ten per cent of said Fund. And said Commissioners shall loan at least one third of said Fund on security by mortgage of real estate, to an amount, in each case, not exceeding two thirds the value of the estate. And said Commissioners may sell or transfer any stocks or securities belonging to said Fund, and the Mayor may discharge any mortgage belonging to said Fund, and may convey any real estate obtained under foreclosure of a mortgage, or otherwise, in the manner provided by ordinance in relation to the execution of deeds.

SECT. 4. Said Commissioners shall keep a true record of same subject. all their proceedings, and they shall annually, at the close of the financial year, make a report to the City Council, setting forth their proceedings for the year preceding, the amount and condition of the Fund in detail, and the income and expense for the year; and said record, and the securities of the Fund, and the books of accounts belonging thereto,

shall, at all times, be open to the inspection of the Mayor and Aldermen, or of any committee of the City Council appointed for that purpose.

SECT. 5. The expense of the care and maintenance of said bridges shall be charged to, and paid from, said Bridge Fund, and, at the end of every financial quarter, the Mayor shall draw his order upon said Commissioners, in favor of the City Treasurer, for the amount of all bills which shall have been approved by the Committee on Accounts; and at the close of each financial year the balance of income, if any shall remain over the expense as aforesaid, shall be added to and become a part of said Fund.

AN ORDINANCE

RELATING TO THE WEST BOSTON AND CANAL BRIDGES.

Be it ordained by the City Council of the City of Cambridge, as follows:

The city of Cambridge hereby determines to assume the ownership, control, and charge of the bridges named in the first section of an Act of the Legislature of the Commonwealth of Massachusetts, entitled "An Act authorizing the Hancock Free Bridge Corporation to surrender the West Boston and Canal Bridges to the City of Cambridge," approved by the Governor, on the thirtieth day of May, in the year one thousand eight hundred and fifty-seven, as defined in the ninth section of said Act, and upon the terms and conditions set forth in said Act; and the Mayor is hereby authorized, in the name and in behalf of the city of Cambridge, to execute the bond prescribed in the third section of said Act, and to affix the corporate seal of the city thereto, whenever the Hancock Free Bridge Corporation shall give

notice that it is ready to pay over to the city of Cambridge the sum of one hundred thousand dollars, agreeably to the provisions of the fourth section of said Act.

PROVIDING FOR THE CARE AND CHARGE OF WEST BOS-
TON AND CANAL BRIDGES.

SECT. 1. The Superintendent of Streets shall, under the Superintendent direction and control of the Surveyors of Highways, have the general care and charge of West Boston and Canal Bridges; shall cause the same to be kept in good repair, so as to be safe and convenient for travellers, and make all necessary contracts for the supply of any labor or materials he may require in the discharge of his official duties; he may also lease any buildings connected with the bridges, not required for the use of the city.

SECT. 3. The Superintendent of Lamps shall, under the direction of the Joint Standing Committee on Lamps, have the care and oversight of the lamps and fixtures on West Boston and Canal Bridges, and shall cause the same to be kept clean and in good order for use, and shall see that the said bridges are kept lighted at such times as the convenience of the public requires.

Expenses to be paid from

SECT. 4. The said Superintendent shall employ suitable persons to light and extinguish the lamps on said Bridges, and shall be responsible for the faithful performance of their duties, shall contract for all materials, superintend the putting up of all posts, lamps, and fixtures, and shall keep a separate and accurate account of the number of lamps which burn gas, fluid, or any other material, and the cost of the same, the number of men employed, and the wages given, the kind and quality of fixtures and their cost, and all other expenses incurred in lighting West Boston and Canal Bridges, and shall make a quarterly return of the same to the Mayor and Aldermen.

SECT. 5. All expense incurred in the care, support, and Bridge Fund. lighting of West Boston and Canal Bridges, together with such amount as the City Council shall from time to time determine is a just and equitable amount to be allowed for the services of the Superintendent of Streets, and the Superintendent of Lamps, while attending to the said bridges, shall be charged to and paid from the Bridge Fund.

SECT. 6. All ordinances and parts of ordinances inconsistent herewith are hereby repealed.

IN RELATION TO CITY BONDS.

Be it ordained by the City Council of the City of Cambridge, as follows:

Whenever any bonds for the payment of money shall be issued under the authority of the City Council, such bonds shall be signed by the Mayor and City Treasurer, and countersigned by the City Auditor.

IN ADDITION TO AN ORDINANCE IN RELATION TO THE
DUTIES OF THE CITY MESSENGER.

Be it ordained by the City Council of the City of Cam- June 23, 1858 bridge, as follows:

SECT. 1. The City Messenger shall attend to letting the halls connected with the City Hall, and shall attend to the opening and closing of the same, under such regulations as the Mayor and Aldermen may establish; and shall collect and pay into the City Treasury all moneys due for rent of the halls.

The City Messenger shall receive an annual His salary. salary of five hundred dollars, in equal quarterly payments, commencing on the first day of April last past; which shall be in full for all services rendered by him in that capacity.
