Halaman 6 - SMSA's is further classified as "in central cities" and "outside central cities." With a few exceptions, central cities are determined according to the following criteria: 1. The largest city in an SMSA is always a central city. 2. One or two additional cities may be secondary central cities on the basis and in the order of the following criteria: a. The additional city or cities has at least 250,000 inhabitants.
