Whereas by the constitution of the United States it is pro- Preamble. vided, that the House of Representatives shall be composed of members chosen every second year by the people of the several states, and the electors in each state shall have the qualification requisite for electors of the most numerous branch of the state legislature: And whereas it is further provided by the constitution of the United States that the executive power shall be vested in a President of the United States, that he shall hold his office during the term of four years, and together with the Vice President, chosen for the same term, be elected as follows: Each state shall appoint. in such manner as the legislature thereof may direct, a number of electors, equal to the whole number of senators and representatives to which the state may be entitled in congress; in order to carry the said provisions into effect, and to reduce into one act the several existing laws on those subjects, therefore. 4. And be it enacted, that the respective sheriffs shall, provide ballot under the penalty of five hundred dollars, provide, or cause to be provided, and delivered to the judge or judges of the election in each district, previous to, or at the commencement of each election, a box for receiving the ballots, and two separate books for the purpose of entering the voters names. 6.
