refuses or neglects to perform the duties required of him, and appoint some other qualified person to such office; but no person appointed to office by the common council, shall hold his office longer than till the next annual election succeeding his appointment, or until his successor is appointed and qualified.

Sec. 38. Each member of the fire department, of an engine, hook and ladder, bucket or hose company, duly organized by the common council, ministers of the gospel, and teachers in any public schools or institutions of learning in said village, shall be exempt from poll tax or serving on jury.

Sec. 39. The common council are authorized to pass such laws as they may deem proper to guard against, prevent, and for the extinguishment of fire, and to annex penalties for the violation thereof, also to prescribe the penalty to be imposed on any person who refuses to obey the orders of the chief engineer of the fire department, to aid in extinguishing fires. Sec. 40. When any parcel or parcels of land purchased by of corpora. the common council for cemeteries for the burial of the dead, are not within the corporate limits of said village, as fixed in section one of this act of incorporation, provided such lands are in the townships of Albion or Sheridan, the common council shall have the same power and jurisdiction over such parcel or parcels of land purchased for the purposes aforesaid, as they would have if such lands were included in the boundaries of such village.

Sec. 41. The president and trustees shall each receive, as compensation for their services, one dollar per year, and all other officers, except as herein before provided, shall receive such compensation as the common council may prescribe.

Sec. 48. This act shall be favorably received and construed in all courts, as a public act, and copies thereof printed under the authority of the Legislature of the State of Michigan, shall be received as evidence without further proof.

Sec. 49. All acts and part of acts pertaining to the incorporation of the said village of Albion, inconsistent with the provisions of this act, are hereby repealed.

Sec. 50. This act shall take immediate effect.

AN ACT to amend section two of an act entitled "An act to provide for the collection of taxes in the city of Monroe," approved March (21st) twenty-first, eighteen hundred and sixty-five.

SECTION 1. The People of the State of Michigan enact, That section two of an act to provide for the collection of taxes in the city of Monroe, approved March twenty-first, eighteen hundred and sixty-five, be amended so as to read as follows: Sec. 2. The county treasurer, upon the receipt of said rolls, of deposit of shall immediately give notice that the same are deposited in his office, and that the taxes thereon may be paid to him, less the percentage for collection, except one per cent., until December thirty-first of that year, which notice shall be given by publishing the same in one or two newspapers printed in said city, for three successive weeks, the expense of which publication shall be audited and paid by the city of Monroe, like other

AN ACT to provide for the improvement of the navigation of the Saginaw river.

SECTION 1. The People of the State of Michigan enact, That Bonds. the city of East Saginaw is hereby authorized to issue its coupon bonds in a sum of seventy-five thousand dollars, to bear interest at the rate of ten per cent. per annum payable annually, and When paysaid bonds to be made payable one-half in five years, and onehalf in ten years from their date. The townships of Zilwaukie, Carrollton, and Buena Vista are each authorized to issue coupon bonds, the said Zilwaukie in a sum of three thousand dollars; said Carrollton in a sum of six thousand dollars, and said Buena Vista in a sum of three thousand dollars, all to bear Interest on. interest at the rate of ten per cent. per annum, payable annually, and said bonds to be made payable by each township respectively, one-third in one year, one-third in two years, and one-third in three years from their date, all of which bonds so to be issued shall be sold at not less than their par value, and Proceeds; the proceeds thereof shall be expended under the direction of ded. the commissioners hereinafter named, for the purpose of deep

Sec. 3. Said commissioners shall publish in a newspaper in East Saginaw, on the first of July and January, in each year, a report of their doings, in which shall be set forth the amount of money received from all sources, stating from whom received and when; also a list of all disbursements, stating to whom paid, and for what purpose, which report shall be verified by the oath of the officers making the same.

Sec. 4. Should any of said commissioners remove from Saginaw county, he shall by such removal vacate his office.
