U.S. Senate, DEAR MR. CHAIRMAN: At the direction of the late chairman of the Subcommittee on Separation of Powers, Senator James B. Allen of Alabama, I respectfully submit on behalf of the subcommittee the following three-volume compilation of Panama Canal Treaty debates and related material consolidated from the records of the 95th Congress. As you particularly know through your close friendship with the late Senator, our chairman felt very strongly that the debate of these treaties was perhaps the most significant national decision facing our country during this decade, and he expended great personal energy and thought during consideration of all aspects of the proposed cession of the Canal Zone to the Republic of Panama. In directing this consolidation of the Senate debate, Senator Allen hoped to provide a single, major source document for future research by historians and for convenient use by the Congress in the continuing review of this issue-a review which will undoubtedly be resumed in the immediate future in connection with proposed legislation to authorize and implement the treaties. In my judgment, this work will well serve that intended purpose and will prove valuable to future generations in enabling an accurate understanding of what actually transpired during this important time in the history of the United States and of the U.S. Senate.
