PIPE-LINE BRIDGE ACROSS MISSOURI RIVER AT SIOUX CITY, IOWA FEBRUARY 21, 1931.-Referred to the House Calendar and ordered to be printed Mr. MILLIGAN, from the Committee on Interstate and Foreign Commerce, submitted the following REPORT [To accompany H. R. 16970] The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 16970) granting the consent of Congress to Missouri Valley Pipe Line Co. of Iowa, to construct, maintain, and operate a pipe-line bridge across the Missouri River, having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows: Line 10, after the word "navigation" change the comma to a colon, strike out the words "in accordance with the provisions of" and add the following: Provided, That the work shall not be commenced until the plans therefor have been submitted to and approved by the Chief of Engineers, United States Army, and by the Secretary of War: Provided further, That in approving the plans for said pipe-line bridge such conditions and stipulations may be imposed as the Chief of Engineers and the Secretary of War may deem necessary to protect the present and future interests of the United States. R. 17053) to extend the times for commencing and completing the construction of a bridge across the Ohio River at or near Moundsville, W. Va., having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows: Line 7, after the figures "1929," insert the following: "heretofore extended by act of Congress approved May 19, 1930,". PARKER: Careful consideration has been given to the bill H. R. 17053, transmitted with your letter of February 13 with request for a report thereon and such views relative thereto as the department might desire to communicate. This bill would extend for one and three years, respectively, from March 1, 1931, the times for commencing and completing the construction of a bridge across the Ohio River, at or near Moundsville, W. Va., authorized to be built by the Moundsville Bridge Co. by act of Congress approved March 1, 1929. Routes on the system of Federal-aid highways approved for the States of Ohio and West Virignia parallel the Ohio River through the point indicated for the proposed bridge. An additional route on the West Virginia system of Federal-aid highways extends to Moundsville from easterly points in the State. Any bridge constructed at this point, therefore, would derive a very large share of its traffic from the system of Federal-aid highways. Furthermore, the Moundsville Bridge Co. already has had two years from March 1, 1929, within which to commence construction of the bridge, and, apparently, has been unable to arrange to proceed with its construction.
